De-Mail

In 2009 on CeBIT the president of Deutsche Telekom together with Angela Merkel started this project.

Commands in several countries work on the project, Russia undertook the main part of development.

Within the De-mail project expected multimillion client audience development and system testing of the safe electronic document management representing a full-fledged equivalent of the usual official correspondence having legal force is conducted. Being a component of the innovation federal program for creation of the electronic government, this service allows all citizens of Germany safely, without coming out the house and without spending time and money for writing and transfer of paper letters, to enter into a correspondence to other people and also representatives of any commercial organizations and state bodies.

Information sent via secure channels of De-mail cannot be intercepted from the outside, and each assignable document saves the legal force.

Being a component of the innovation federal program for creation of the electronic government, this service allows all citizens of Germany safely, without coming out the house and without spending time and money for writing and transfer of paper letters, to enter into a correspondence to other people and also representatives of any commercial organizations and state bodies. The De-mail system considerably will simplify process of communication with public institutions, including receiving and providing white papers, submission of the annual tax declaration, etc. Information sent via secure channels of De-mail cannot be intercepted from the outside, and each assignable document saves the legal force.

Implementing solution process?

Historically the project began in Germany. Now the dispersed team in several countries (Russia, Germany, Hungary, Slovakia) works on it. At the St. Petersburg office T-Systems CIS the project began in September, 2011 when the command consisted of only 8 people. Already now more than 130 highly qualified specialists who are responsible for a full stroke of production of a product enter it – beginning from the analysis of the arriving client requirements and finishing with testing of the ready version at all levels and providing it to the end user. Development is conducted on the Java Oracle platform.

Problems which faced and successfully solved

The management and key experts of the project was faced by a difficult problem of enrollment and formation of a professional command in a short time. Knowledge transfer from colleagues from Germany and establishing the distributed work became the next stage. The command successfully works in the conditions of the constant pressure caused by special attention to the project of the German public and the management of concern.

Results

The De-mail system successfully underwent the state accreditation and conforms to all standards of the German ministry of information security that is the key to its high reliability and fault tolerance.

Among the companies which are already using De-Mai the leading insurance companies, Allianz, Ergo, LVM Versicherung.

Main Advantages

Requirements to De-Mail were created by the state and fixed legislatively. The solution De-mail – the main features and advantages

• Identification - Unambiguous identification of the identity of the user (only by means of the passport or the identity certificate – several steps of registration of users exclude a possibility of fraud)
• Interface - The interface similar to e-mail, usual for all, systems is available to private clients convenient web, but there is also an option for integration into mail servers (MS Exchange, Lotus Notes, etc) that is especially important for large corporate clients and the state organizations.
• Security - For the standard level of security enciphering of messages occurs at the transport layer and there is no need for installation of special software for enciphering, the service of antivirus protection is also provided. For the high level of security the compatibility with software for enciphering of contents of messages is provided
• Additional services - Providing electronic depositary for documents

Plans for the future

The functionality of a product will constantly be improved taking into account customer needs. Work on a product is already carefully planned until the end of 2014 and will be conducted not less actively.

For example, adaptation of a system for mobile devices, development of functionality for safe storage and archiving of letters is in the future planned.
