The initiator of the project is the Agency for Strategic Initiatives in collaboration with the NTI Circle Movement. The Republic of Bashkortostan acted as a trial region for creating the platform.
Ninsar is a group of young developers, winners and prize-winners of the National Technology Olympiad. In addition, they are members of the Circle Movement of the National Technology Initiative (NTI).[2]
