2025: System Development

On January 20, 2025, it became known that Roskomnadzor is developing a Unified System for Monitoring the Radio Frequency Spectrum (ECM RF). 125 million rubles will be spent on the implementation of the project in 2025-2027.

According to the Kommersant newspaper, in 2021 the Main Radio Frequency Center (GRCC), subordinate to Roskomnadzor, dealt with the issue of deploying a similar system. Then it was said that it should provide automation of radio control processes, monitoring of universal communication services, postal services, media, etc. In addition, it was assumed that the platform would detect violations of the use of the radio frequency spectrum. Natalia Tylevich, general director of the developer of solutions for intelligent data collection and analysis "Social Laboratory," says that the unified monitoring system described in 2021 was focused on tracking blocked web resources.

However, as told in Roskomnadzor, the agreement on the creation of the system, concluded in 2021, was terminated at the initiative of the GRCC. The contractor received payment only for the first stage of work worth about 720 thousand rubles - the creation of the concept of the ECM of the Emergency Situations Committee. At the same time, penalties in the amount of 2.6 million rubles were collected for failure to meet the deadlines. Further work on the creation of the system was carried out in-house by the GRCC.

Market participants believe that a change in the concept of the project may have been required due to the fact that the 2021 platform relied mainly on Western technologies. But in the current geopolitical situation, the application of such solutions is impossible. It is noted that by 2027 Roskomnadzor intends to introduce the ECM of the Emergency Situations Committee in the regions of the Russian Federation, as well as adapt the system for various types of equipment and interaction protocols for automatic control. In addition, the department plans to improve the algorithms for identifying "foreign and illegal signals" in the radio frequency spectrum.[1]
