2026: Construction Announcement

In mid-February 2026, the Russian telecommunications operator ER-Telecom Holding announced a large-scale project for the construction of Europe's largest data processing center (DPC). The site with the maximum design capacity of 8320 racks will be located in Perm.

The project provides for the formation of a modular complex consisting of ten separate buildings, inside which several dozen machine rooms will be located. Each of these rooms will be equipped with 104 racks - 95 for active equipment and 9 for cross-over equipment that ensures the connectivity of the entire system. Total investments in the creation of the facility are estimated at 35 billion rubles. The first stage of the data center is planned to be launched in early 2028.

In total, the company plans to commission eight regional computing centers with a capacity of 3 to 10 MW. In addition, ER-Telecom Holding will invest 10 billion rubles in the creation of the largest telecommunications equipment manufacturer in Russia. The new enterprise will be deployed on the basis of Perm PJSC Morion, which is engaged in the development, production, installation and maintenance of telecom systems.

Another large-scale project of ER-Telecom Holding is the development of gigabit network infrastructure in Russia: it is planned to allocate 50 billion rubles for these purposes. According to Kuzyaev, the construction of new data centers and the expansion of the accompanying infrastructure are necessary in the light of the rapid introduction of artificial intelligence: such systems require huge computing resources and data transmission channels with high bandwidth.[1]
