2025: System Development
On October 16, 2025, the Government of the Russian Federation supported the bill on the creation of a "Unified System for the Management of State and Municipal Property" (FSIS ESUGMI). The implementation of the platform is expected to provide the possibility of end-to-end monitoring of the state of the relevant area, as well as identify additional sources of budget revenues.
The explanatory note to the bill notes that the digitalization of the sphere of property management in the constituent entities of the Russian Federation and municipalities is at an insufficient level. Accounting is organized only for a third of public owners who have more than 180 different systems of accounting and disposal of property. At the level of the Russian Federation, there is no complete and reliable information about the presence of investment attractive property in subjects and municipalities, while they have information about both their own property and federal facilities. This creates a certain imbalance in dealing with the transfer of property between different levels of public property.
The bill assumes that all constituent entities of the Russian Federation and municipal ones formations will apply the FGIS ESUGMI in the exercise of delimited powers in the field of state property management. The platform provides for the use of a unified comprehensive solution for managing state and municipal property that has different layers of public ownership, but unified management processes and unified client services that allow investors to use them regardless of the location of the object and public owner.
It is expected that FGIS ESUGMI will allow collecting all information about each object of movable and immovable state and municipal property in one place, including its characteristics, value, condition and the entire life cycle. This will simplify the process of finding the necessary information and speed up decision-making, help avoid errors in assessing the cost of objects and minimize the risks of fraud. At the same time, the costs of maintaining property will decrease.[1]
