Rostec opened on September 14, 2020 access to the Electronic exchange of capacities for the organizations which are not entering a circuit of State corporation. The online service from Ruselectronics holding helps to find quickly technology partners and to construct chains for cooperation at once with several enterprises. The platform for September, 2020 is used by more than 100 enterprises, the amount of the placed orders exceeded 2.6 billion rubles.

The exchange of capacities was started in 2019 for the organizations of Rostec. The platform allows to place the request for production of industrial output, to select the contractor and to sign the contract for outsourcing. The services at the exchange offer 110 enterprises. They specialize, in particular, in instrument making and radio electronics, development of telecommunication means and means of communication, creation of automated systems and ADP equipment.

The companies having own production, which underwent testing and confirmed existence of the stated competences can become contractors. The exchange of capacities performs processing of the order, simplifies selection of optimal production sites for its accomplishment and building of cooperation chains between several enterprises. Thanks to the platform terms of selection of the suitable contractor are cut by half – on average search takes from three up to five working days.

The electronic exchange of capacities contributes to the development of technology partnership on the most advantageous conditions. The operating experience of the platform showed that by a number of orders a system allows to reduce the starting purchase price on average by 30%. Now to be connected to service, orders will be able to place and take on execution any organizations having necessary competences and having the corresponding production capacities, – the industrial director of a radio-electronic complex of State Corporation Rostec Sergey Sakhnenko said.

During operation of a system works on machining, production and assembly of products on drawings, a galvanics and also production and installation of printed circuit boards became the most demanded services. It is necessary to provide technical specifications for placement of the request, to specify terms and contract amount. After studying of technical requirements to a product potential contractors send the offers to the customer. It is possible to select the contractor according to rating which forms on the basis of responses about already performed works.

Anchor customers of the Electronic exchange of capacities for September, 2020 are the enterprises of Ruselectronics holding, Avtomatika concern, United Aircraft Corporation and other organizations entering into State corporation.

2019: Representation of the electronic exchange of capacities

The Ruselectronics holding provided to State Corporation Rostec in May, 2019 within the "Digital Industry of Industrial Russia" conference the electronic exchange of capacities – the online service allowing to find quickly the optimal production site for production of industrial output and to sign the contract for outsourcing. Within beta testing of service at the exchange orders with a total cost more than 200 million rubles are placed.

The platform software solution allows the organizations to place and receive orders on the principles of outsourcing. In 2019 the volume of the contracts signed through the exchange should be about 120 million rubles. In 2020 the triple growth of total amount of such contracts is expected. JSC NPP Signal is also a participant of Exchange of the capacities.

Service in the online mode allows to place the request for production of industrial output and to select the contractor on the basis of competitive offers and the rating created according to the results of already performed works. The exchange of capacities performs scheduling of the order, selection of optimal production sites for its accomplishment and building of cooperation chains between several contractors. Search of contractors of orders occupies on average from 3 to 5 working days.

"The electronic exchange of capacities is Uber for mechanicians where some organizations place the orders, and others offer the production capacities for their implementation. A key problem of the platform – to develop cooperation and to increase production loading of the organizations of a radio-electronic complex of Rostec. In the current year the volume of the contracts signed through the exchange should be about 120 million rubles, about 70% will make external orders of them. In 2020 the triple growth of total amount of such contracts is predicted", – the head of a radio-electronic cluster of Rostec Sakhnenko Sergey reported.

At the exchange of capacities more than 40 enterprises of a radio-electronic complex of Rostec which offer the production capacities for accomplishment of orders are registered. At authorization at the exchange of the enterprise undergo testing, certification and confirm existence of the stated competences.

"Only on machining and a galvanics in 2018 the volume of contract manufacturings in Russia was about 17 billion rubles, – the deputy CEO for technical policy and technology development of Ruselectronics holding noted Andrey Chendarov. – In the nearest future we plan scaling of service regarding cooperation with state corporations Roskosmos, Rosatom and civil consumers, such as "Transmashholding".
