Mishustin approved the creation of an IT system for tracking dangerous infections

In early October 2021, Prime Minister Mikhail Mishustin signed a decree of the Government of the Russian Federation, which approved the creation of a federal information system of sanitary and epidemiological information in the country.

According to the press service of the Cabinet, the new platform will help more quickly identify and monitor the spread of dangerous infections and take the necessary measures. According to the text of the provision, the system will allow predicting the epidemiological situation "on the basis of the use of statistical methods and mathematical models" developed by organizations subordinate to Rospotrebnadzor. In addition to this service, the Ministry of Health of the Russian Federation and medical organizations will upload data to the system.

Decree of December 2, 2021 No. 2178 was prepared for the implementation of the new norms of the Federal Law "On the Sanitary and Epidemiological Well-Being of the Population," which were adopted this summer, the Cabinet noted.

The system being created will become part of the large-scale project "Sanitary Shield." It is designed to preserve the health of citizens, protect people from possible epidemics, the Government of the Russian Federation said.

It is assumed that the new digital resource will interact with other state systems, including a single information system in the field of healthcare.

Rospotrebnadzor will be responsible for the formation and maintenance of the base. The press service of the department explained to TASS that the interaction of information systems involves the reception and transfer of data on the health status of the population, the quality of habitat facilities, the socio-hygienic state of the territories, the results of control and supervisory measures against economic entities and their production facilities.[1]

Rospotrebnadzor revealed details about the system

In mid-September 2021, details became known about the federal information system of a sanitary and epidemiological nature, the operator of which will be Rospotrebnadzor.

According to Kommersant, with reference to the corresponding draft government decree, published on the regulation.gov.ru portal, seven different subsystems will work in the system. Five of them will be launched to provide new functions to Rospotrebnadzor, two more for the implementation of its current projects indirectly related to the spread of infectious diseases, the newspaper notes. So, they will include a subsystem for electronic medical books - this document is issued to workers of certain professions and types of production, obliged to undergo one-time or periodic preventive medical examinations.

According to the document, the new information system, which is planned to be launched in 2022-2023, is aimed at:

  • timely and prompt implementation of sanitary and anti-epidemic (preventive) measures;
  • Organizing interdepartmental interaction to prevent foreign nationals or stateless persons who carry infectious diseases if the foreign nationals or stateless persons in question may be the source of infectious diseases that pose a danger to others;
  • ensuring timely decision on undesirable stay (residence) of a foreign citizen or stateless person in the Russian Federation;
  • integration and exchange of data with information systems of federal executive authorities;
  • provision of federal state sanitary and epidemiological supervision.

The launch of the system should be part of the "Sanitary Shield of the Country" project from the strategic initiatives of the government.[2]

Information about all medical examinations in the Russian Federation will be entered in a single register

On January 26, 2021, the State Duma adopted in the first reading a bill involving the creation and maintenance by Rospotrebnadzor of a federal information system of epidemiological information. It will include information on the results of mandatory medical examinations and medical examinations of citizens of the Russian Federation, foreign persons and stateless people.

According to Dmitry Morozov, the proposed bill is another step in creating the legal basis for modernizing digital development in the field of health protection.

He also noted that the newly created register of epidemiological information will interact with other information systems, primarily with the unified state information system in the field of health care (Uniform State Health Information System).

In accordance with the bill, medical examinations will become mandatory for foreign citizens and stateless persons who want to receive a residence permit, work permit or labor patent in the Russian Federation. The procedure will be possible only in a state or municipal institution. When obtaining a residence permit, a medical examination will need to be completed before submitting an application. And applicants for work in Russia - within 30 days after obtaining a permit, otherwise the document is canceled.

According to the explanatory note, only State and municipal medical organizations have the right to conduct medical examinations and medical examinations of foreign citizens and stateless persons for drug addiction, infectious diseases that pose a danger to others, and HIV infection, and to issue medical documents based on their results (medical report on the absence of drug addiction and infectious diseases, as well as a certificate on the absence of HIV infection).[3]
