Support for independent arbitration in MNP for virtual operators

Forward on September 4, 2025 announced the expansion of the leading Forward MVNO/MVNE industry platform. It introduces full support for the independent arbitration function as part of the mobile number transfer (MNP) procedure. The solution fully meets the requirements of the regulator and allows all virtual mobile operators using it to offer their subscribers all the advantages of a simplified and transparent MNP procedure.

Independent arbitration within the framework of the MNP procedure began to function on September 1, 2025 on the basis of a decree of the Government of the Russian Federation approving the procedure for providing number transfer services and the procedure for interaction of telecom operators with the operator of the database of transferred numbers by the National Research Center "Telecom" (NIC "Telecom"). This is an additional mechanism for protecting the rights of subscribers, allowing to resolve controversial situations between operators when changing providers. Thanks to this, customers get a more transparent and fair number transfer process, which directly contributes to increased competition in the market and improved quality of services.

In 2026, the next stage of MNP development is planned - support for interregional number transfer. 10 million connected subscribers

The domestic Forward MVNO platform, designed to launch and scale virtual mobile operators, has crossed the milestone of 10 million connected subscribers. As of April 2025, 18 virtual telecom operators operate on its basis, including Tinkoff Mobile. Forward announced this on April 29, 2025.

The platform was developed by Forward and supports the creation of all kinds of virtual operator models, MVNO, MVNE and MVNA. The solution covers a full service cycle: from billing and working with subscribers to integration with Big Three networks and external services. The system architecture supports a wide range of telecom protocols and includes more than 200 ready-made integrations with banking, payment, CRM and accounting systems.

Forward MVNO is used in projects of various sizes - from industry to mass. Among the users of the platform are private companies, banks and telecom brands. Due to the modular architecture, the solution scales for the tasks of a particular customer, including adaptation for post and prepaid charging models.

The Forward MVNO platform is included in the register of Russian software and was created with an eye to technological independence. The growth of the subscriber base confirms the stability of the solution under high loads and its applicability in projects with different business models.
