GosLinux is the operating system with the open code developed by request of Federal Bailiff Service by Red Soft company on the CentOS 6.4 platform. The distribution kit has the built-in information security tools, can be used in servers and at workstations.

2018
"GosLinux" is included in the register of otechetsvenny software
According to the message of November 28, 2018 the operating system of a standard distribution kit of the AIS FSSP of Russia "GosLinux" is included in the register of the domestic software as "The application software of general purpose".
As a result of examination the expert opinion "about mismatch to requirements of Rules No. 1236" is prepared. The software is the work from CentOS which extends according to the license GPL. The decision to change a software class to the application software and to include data in the register is made.
Earlier to this software product it was twice refused entering into the register. GosLinux OS is the software of the CentOS operating system finished within the contract, the exclusive rights to which at Red Soft Corporation LLC do not arise. The FSSP insists on that, the rights to a product belong to the Russian Federation[1].
Compatibility with Alfadoc
SPC company Keysystems Security, Management of information technologies FSSP Russia and the company Red Soft in January, 2018 confirmed compatibility and correctness of work of software products of family AlfaDoc (AlfaDoc, AlfaDoc. The platform) KSB SPC companies with operating system "GosLinux" of the version IK5. Were tested by specialists of two companies in interaction with experts of Management of information technologies of FSSP of Russia.
AlfaDoc is a software package of process management of information security in network of the subordinated (supervised) organizations. The complex of Alfadoc allows to receive objective data on a data protection status in all subordinated organizations regarding compliance of processing of information to relevant requirements of the legislation of the Russian Federation. The platform of Alfadoc is included in the Unified register of the Russian programs for electronic computers and databases.
GosLinux OS, in turn, is Linux distribution kit on the basis of RPM of package base providing the protected and entrusted environment for accomplishment of the application software of users. The Red Soft company acted as the developer of a distribution kit.
According to developers, "GosLinux" is the first certified operating system based on the open source, suitable for use in all state bodies, state non-budgetary funds and local government authorities of Russia. An owner of a product is the Russian Federation on behalf of Federal Bailiff Service.
GosLinux OS is placed in National fund of algorithms and programs of the Ministry of Telecom and Mass Communications of the Russian Federation and is available to free receiving by the state and municipal organizations and also FSTEC of Russia is certified.
2016
"GosLinux" cannot be included in the register of the Russian software
The request of the Federal Bailiff Service (FBS) for inclusion in the register of the domestic OS software of "GosLinux" developed within the government contract with Red Soft received the negative decision of one of representatives of expert advice. Told about this TAdviser in FSSP in October, 2016. The negative conclusion was taken out, in particular, by Alexey Smirnov - the advisor to director general of Open Source developer BaseALT.
There is no order of the Ministry of Telecom and Mass Communications on the negative decision on inclusion of a product in the register yet. According to statutory rules if on a product the negative decision at least from one member of expert advice is received, the request should in addition is considered at a public meeting of council.
Alexey Smirnov explained TAdviser that in a case from GosLinux OS the negative conclusion was influenced by several factors. The first – the insufficient depth of own development. GosLinux OS is the cornerstone a distribution kit of the operating system with the open code CentOS with small completions, he says: "Packet-by-packet comparison where that changed, finished, and changes very small was made".
The second problem – a question of licensing. CentOS is the Red Hat Linux OS secondary distribution kit, Smirnov notes. As on the compound work Red Hat purchased the rights to it a few years ago. The company distributes this OS according to the license GNU GPL which has a certain restriction. She demands that if the initial product is completed or processed, then the processed product should be distributed only under the same license, Alexey Smirnov says.
It means that you can take this product, remake it and use, but to become the owner of the exclusive rights at you it will not turn out, - he explained, having added that at completion of such distribution kit the developer can acquire the exclusive rights only to new components. |
Smirnov specified that according to documents of the government contract implementation of CentOS with necessary changes of this OS which will be transferred to the customer was provided in FSSP. At the same time, the rights to components which can be under different licenses, not the same that the rights to a distribution kit as on the compound work at all. The rights to results of completion of components could be assigned to the customer, and as the compound work other person can receive the exclusive rights to a distribution kit only by their alienation, Alexey Smirnov argues.
The expert also expressed bewilderment concerning that why in general the "clone" of CentOS collected to place by the state order in the register. Within the state order CentOS was modified, and to the state on behalf of FSSP the right to use this product was licensed. It means that the license is already purchased by the state and to buy it once again there is no sense: include in the register of software to use it at state procurements, Alexey Smirnov explains.
Earlier the register included the "Technology platform of the AIS FSSP of Russia" belonging to the class DBMS. It was developed within the same government contract with Red Soft, as GosLinux OS and with execution of the same conditions. At the heart of it - the product "Red Data Base" included in the register of the Russian software. He, in turn, uses the open Firebird DBMS which is distributed under the licenses IPL (InterBase Public License) and IDPL (Initial Developer’s Public License). Alexey Smirnov notes that, unlike GosLinux OS, in "Red Baza Dannykh" the essential share of own development contains. To features of licensing in the course of consideration of the request for inclusion "Red Baza Dannykh" and "A technology platform of the AIS FSSP of Russia" at experts of questions did not arise.
Alexey Smirnov noted that in this case it is unclear whether there is in two requests from FSSP and from Red Soft a speech about the same DBMS, or about different. If about same, then it is necessary to understand which of two applicants possesses the exclusive rights, he says.

In National fund of algorithms and programs where "The technology platform of the AIS FSSP of Russia" is placed by method of emergence of an object of fund the government contract "about providing the right to use the computer program, including reproduction, distribution and modification" is specified. If to trust this information, then to the state on behalf of FSSP the rights to use software were licensed, but there was no alienation of the exclusive rights for benefit of fund of algorithms and programs. If this information is right, then the FSSP is not an owner of the exclusive rights, Smirnov summarized.
The FSSP submitted the application for inclusion of GosLinux OS in the register in February, 2016. Since August it was in the status "Vote". If to be authenticated in the register, as of the end of October the request also is in the status "Vote" if to look without authorization, the status empty. The FSSP considered it technical failure about what the request for lines of technical support of the register was created.
The FSSP notes that the owner and Technology platform, and OS is Russian Federations, on behalf of which the FSSP acts. In September the FSSP sent the letter addressed to the Minister of Communications Nikolai Nikiforov with a request to consider the request with the assistance of her responsible specialists.
The Globe telecom systems are tested in GosLinux OS
Globus-Telecom (subsidiary company PJSC Rostelecom) tested the software products on compatibility with the GosLinux operating system providing the functional protected environment for start of the application software. Were tested with representatives of Red Soft LLC.
Six IT systems "GLOBUS-TELEKOMA" underwent testing for correct interaction with the operating system. It is a control system, inventories and technical accounting of hardware-software infrastructure "MONASTERY", the program of the analysis of network traffic "the MONASTERY. Traffic", IT system of the analysis of telephone traffic "MONASTERY. Automatic telephone exchange". Also were tested: IT system of constant control and hot sparing of communication channels "MONASTERY. Duplex", management program for Globus FDOC business processes, multiservice integration environment for ensuring interdepartmental interaction in electronic form "MIS. Interveda".
2015
Placement in national fund of algorithms and programs
In August, 2015 in FSSP reported to TAdviser that together with the Ministry of Telecom and Mass Communications placed "GosLinux" in national fund of algorithms and[2].
The fund is created for storage of software developed for the state money. As envisioned, departments customers will be able to place in it the programs developed for their means, and other departments - to use these solutions free of charge.
As of August, 2015 the fund contains mainly specialized solutions which are not applicable for a wide range of state customers. Became "GosLinux" the first general-system software product in fund.
According to the textbook of methodics of the Ministry of Telecom and Mass Communications, when choosing software in federal executive authorities it is recommended to give a priority to the ready free software, "including to the programs placed in fund of algorithms and programs.[3]
Thus, "GosLinux" can call the first operating system recommended for use by the ministries and departments of federal level.
Transition to "GosLinux" to FSSP
In 2015 the FSSP was going to transfer to the free software 60% from more than 40 thousand workstations and 90% from 2.5 thousand servers.
2014
In 2014 the operating system received the certificate of conformity of FSTEC confirming the estimated trust level of OUD3 and compliance to requirements of the regulating document of State Technical Commission of Russia for the 4th level of absence control of not declared opportunities.
"In June, 2014 we recommended to territorial authorities to perform independently gradual replacement of the used outdated OS (first of all Windows XP and Windows Server 2003) on OS of a standard distribution kit. By July in territorial authorities 3214 copies of OS were set" — said in FSSP.
Value assessment of ownership of free products in comparison with ownership of the rights to proprietary analogs was not carried out yet. "By the most rough estimates, the cost of the works connected with "GosLinux" is tens times lower than the cost of the licenses for proprietary operating systems which are purchased by other departments" — consider in FSSP.
As of August, 2015 GosLinux OS is installed and is applied in work of court ushers in 70 territorial subjects of the Russian Federation.
2013
Development of "GosLinux" by request of FSSP was conducted during 2013 by Red Soft company based on the free CentOS 6.4 distribution kit.
The first implementation of OS was in management of FSSP of the Vladimir region. The Kostroma and Penza regions became the following pilot regions.
