2025: Number Transfer Process Optimization

Bercut has implemented an updated number transfer process as part of its IN @ Voice BSS platform. The solution was developed for Motiv, an infrastructure telecom operator in the Ural Federal District. The developer announced this on October 1, 2025.

From September 1, 2025, a new procedure for switching to another operator with number preservation (MNP - Mobile Number Portability) is in effect in Russia. The key change is "independent arbitration": checking the correctness of numbers and information about the owner. It is now performed by the National Research Center "Telecom" (NRC "Telecom"), the operator of the database of transferred numbers (BDPN). The transfer ends only when the data in both statements matches completely. This reduces failures and makes the process more transparent.

Now the subscriber confirms personal data personally. This is important, among other things, to combat the consequences of the long-term practice of issuing SIM cards without paperwork. Thanks to integration with the state system of interdepartmental electronic interaction (SMEV), each number is now tied to the passport data of its real owner.

Bercut alerted the customer in advance of upcoming changes and prepared the system for updates. Inside IN @ Voice, the team created a separate mechanism for pre-reconciliation of information and a gateway for integration with SMEV.

The verification process is as follows: the MNP module processes the application by number transfer, the BSD performs arbitration functions and checks the information. If they do not match, MNP starts the process of refining the data in the IN @ Voice BSS system. Further, IN @ Voice interacts with SMEV, verifies personal data and receives an answer: the data is correct, incorrect or absent.

The Bercut team provided Motif with open access to IN @ Voice services to carry out part of the customization work.
