IVK Portal. Electronic municipality - industry solution for creation of the ready protected infrastructure of exchange, storage and information display in the course of providing the public and municipal services in electronic form to the population.
On July 10, 2014 IVK company announced readiness of industry solution "IVK the Portal. Electronic municipality".
New development of IVK is expected customers of level of the municipal entity or territorial subject of the federation and provides them a full range of modern IT tools for information support of citizens, rendering to them services and formation of complete information environment for productive interaction of citizens and the local government authorities (LGA).
Normal work of a product "IVK Portal. Electronic municipality" it is possible and guaranteed not only in a traditional IT environment, but also in the heterogeneous computing environment constructed only using the certified developments of IVK and software open source. Solution "IVK Portal. The electronic municipality" completely irrespective of the proprietary software which availability can be limited to the international sanctions and security cannot be checked by competent authorities of the Russian Federation.
Among the most important changes of the organizational level:
- significant reduction of time for information processing, necessary for rendering services to citizens and execution of other functions of local government authorities;
- careful engineering of management processes and transactions and also the services rendered to the population;
- personalisation of services;
- the valid transition to electronic document management, including its legally significant forms;
- transition of compulsory health insurance from mainly settlement and statistical tasks to information and forecast, connected, for example, with planning of places in preschool institutions and schools, planning of jobs and t.p;
- immersion of compulsory health insurance in the atmosphere of "digital democracy", for example, carrying out on the portal a chat forums, mini-referenda, discussion and votes on sensitive issues of town planning, strategic planning and so forth.
The great number of others practically problems is easily solved:
- standardization of forms of documents of different services,
- their filling in the automated mode,
- the guaranteed delivery in the relevant services,
- ensuring round-the-clock access to different databases,
- an opportunity to work fully with a system from any place (for example, being in a business trip or at home).
Impact on municipal community
One of solution elements "IVK Portal. Electronic municipality" – the personal account provided from the birth to each member of municipal community.
Here by means of the user interface citizens get access to:
- to the municipal and other services rendered in the territory of the municipal entity;
- to regional and federal services;
- this, necessary compulsory health insurance for implementation of the managerial functions (settlement and statistical and information and forecast);
- to the information bases aimed at specific recipients (for example, for clinic, school, parents) or social groups (for example, specialized social networks);
- to personal archive and other closed databases;
- to the window aggregating different notifications and mailings from compulsory health insurance and other operators of services (including, for example, local and other media which subscriber the citizen will wish to become);
- to tool kit for basic time-management (the calendar, events, plans, memoranda).
Architecture and scalability of the solution
In new development of IVK within uniform ideology all questions of creation of an information resource of the region are worked and technology supported. The unique development approach of the global Portal "Electronic Municipality" to which the part distributed is assigned, but the uniform gateway for access to municipal services for anonymous citizens, is created and implemented by busy search of the reference information; for the registered users who are safely performing transactions in "personal account"; for the officials interacting with each other within the corresponding circuits of security.
"Our new development allows at the modern level to organize provision of services to the population, having quickly grouped and having configured ready system modules according to the current tasks of specific municipality. Change and job enrichment is not a problem any more. Necessary reconfiguration do not take a lot of time.
