2022: Creation of JADC2 system

On March 17, 2022, the US Department of Defense signed a plan for the implementation of Joint All Domain Command and Control (JADC2). It involves combining the systems of all military services into a single IT platform. The activities of the plan include a focus on talent and skills development, communications and network infrastructure needs, system resilience and integration of C2 processes, integration with nuclear command, and interoperability of systems with operations partners.

We must maintain constant focus and momentum on these initiatives and programs that empower the department to counter current and future threats, "said Deputy Secretary of Defense Kathleen Hicks in a statement released along with the implementation plan. Command and control in an increasingly information-oriented combat situation have never been so important. JADC2 will allow the Department of Defense to operate at the speed necessary to improve US national security. JADC2 provides opportunities now, and its funding will continue in the coming years.

Pentagon creates a single military IT system

The implementation plan and the corresponding strategy are classified, but in a published summary of the strategy, the Ministry of Defense stated that the implementation of JADC2 is based on six guidelines:

• Development of universal and continuous information exchange at the enterprise level;
• Security with "multi-level" and "effective cyber protection";
• Availability of a compatible and standardized data structure;
• Ensure responsiveness and sustainability in a deteriorated environment;
• Broad improvement of command and control capabilities;
• Quickly deliver JADC2 capabilities through acquisition and development.

The document also identifies five areas of activity, the first of which is the creation of the JADC2 data set. This means creating standards, such as creating metadata labeling criteria, adopting a standardized data interface, security practices, and creating specific JADC2 IT standards that will enhance the ability of commanders to use and manage data.

The JADC2 cross-functional team will be tasked with overseeing the strategy, which was signed by Defense Minister Lloyd Austin in 2021, and the corresponding implementation plan. The team is composed of senior leaders and flag officers representing combat commands, military services, defence departments, the Joint Headquarters and the staff of the Office of the Minister of Defence.

Changes in the global security environment, including an increase in malicious actions against the United States and widespread advances in information technology, are urgent tasks and opportunities for the combined forces, "the document says. - These capabilities will directly and significantly improve the ability of the command to gain and maintain an advantage in information and decision-making[1]
