2021: DX Support Platform for Local Governments View
Konica Minolta On December 2, 2021, the company launched the DX Support Platform for Local Governments, which will help authorities Japan in digital transformation. In developing the solution, the organization collaborated with more than 50. state institutions countries
In recent years, Japanese government agencies have been in great need of new employees. One of the reasons is the constantly growing burden on civil servants due to the pandemic and the aging of the local population. The authorities expect to reduce it due to digital transformation, which will help them to implement the platform from Konica Minolta. The solution will optimize and standardize work processes, which will lead to increased productivity.
The platform, visualizing the scope of work, makes it possible to divide tasks into those that can be performed only by civil servants and those that other employees can do. After that, using RPA and AI-OCR technology, the Konica Minolta solution redistributes a number of tasks that government employees usually performed to other employees. As a result, the burden on civil servants is reduced, which positively affects the quality of services provided by them. The platform also helps organize their activities when mobilizing in case of emergencies.
Konica Minolta plans to distribute the platform to 100 local authorities in FY 2021 and to 1,000 by FY 2023. In this she will be assisted by business partners, of which in June 2021 there were more than 30.
Among the advantages of DX Support Platform is the possibility of solving the problems of state institutions based on data analytics. All services offered on the DX Support Platform are based on data obtained by visualizing the workflows of 50 local governments with which Konica Minolta previously collaborated.
During the creation, the company distributed 800 thousand names of data received from the authorities according to 4800 templates in accordance with the locations and categories of work to which the information relates. The company also analyzed the data using artificial intelligence and developed a support menu. Its options include visualization, problem definition, process optimization, standardization, and information exchange.
Another important quality of the platform is to assist civil servants in promoting BPR. Konica Minolta offered them its method of using BPR as part of the solution. It is based on the visualization of the work processes of 50 state organizations with which it previously collaborated.
The system is built with the help of DX Cockpit, a repository of data on the working processes of authorities. Civil servants can access it through the global network of government organizations in Japan (LGWAN), as well as the Internet. Further, they can familiarize themselves with the working processes of other authorities and introduce any model that, in their opinion, is more effective than used in their state institution.
The platform also helps civil servants work remotely; With the help of DX Cockpit, they can, outside the office, perform the necessary tasks, access various legal information, registries and methodological recommendations.
An important feature of DX Support Platform is accessibility for all authorities: both large and small. The latter can implement it together, since self-contained integration for them is economically inefficient. In December 2021, Konica Minolta plans to expand the range of platform services available to small government organizations.
