NBKI of Social Attributes and Social Link

In September, 2015 the National Bureau of Credit Histories (NBCH) and Double Data company announced start of two services for risk reduction when crediting individuals. New services are constructed on the basis of big data of Double Data technologies and are based on public sources of information – social networks. Products of NBKI and Double Double are designed to increase knowledge of creditors of borrowers at a stage of automatic and manual checks for adoption of credit solutions.

The solution Social Attributes is a set of the variables aggregated from these profiles of the borrower on the social networks ready for embedding in internal statistical (scoring) models of the creditor. Use of the Social Attributes variables increases the predictive force of models by 10-15%. At the same time factors of Social Attributes have very weak correlation with own data of bank/IFI and data of credit history, i.e. give unique, earlier not available to creditors, information on the borrower.

The solution Social Link-is a service which enriches information on the borrower with data from the public sources of information collected in a single user-friendly interface. Data of Social Link integrate contact information, data on education and work locations of the borrower (current and previous), photos, lists of close connected persons and many other things. The main application of Social Link service – manual verification of biographical particulars of the borrower and underwriting of the credit request.

The Double Data company acted within cooperation of solutions by the developer. The NBKI provides the technical platform, the channel of service and provides all operational support, work-related new solutions. Data of Social Attributes and Social Link arrive within the existing IT infrastructure of NBKI that saves bank/IFI from costs for integration and allows to use an innovation in few days after making decision on connection to service.

2017: VKontakte filed a lawsuit against Double Data and NBKI

The social network "VKontakte" submitted to Arbitration court of Moscow a claim to Double Data and the National Bureau of Credit Histories (NBCH) with the requirement to oblige them to stop using open data of users for sale of the services.

The text of the claim was at disposal of Kommersant newspaper editorial office. The social network requires to collect for violation of the exclusive rights from the companies symbolical compensation - on one [1].

According to the claim, NBKI offers credit institutions of service on the basis of the technologies developed by Double Data which allow to estimate solvency of borrowers by data from VKontakte. The company, according to the claimant, takes personal data of owners of accounts from the database of social network, at the same time neither the network, nor its users granted permission for use of this information.

According to the CEO of Double Data Maxim Ginzhuk, VKontakte makes a claim only as a method of conducting competitive struggle. In 2016 Mail.ru Group began to invest in Big Data and products for assessment of credit risks for the Russian banks. In NBKI, in turn, refused comments.

The Internet Initiatives Development Fund said that this case can create a legal precedent which is capable to bury in the country a set of perspective Big Data-solutions.

Meanwhile, in other countries similar precedents already arose. For example, Facebook in November, 2016 prohibited the British insurance company Admiral Insurance to use an analysis algorithm of personal qualities of owners of cars on the basis of their behavior, having called it "too persuasive".
