2023: Mishustin approved the main directions for the development of the One Window IT system in the field of foreign trade
In mid-April 2023, Prime Minister RFMikhail Mishustin signed an order approving the main directions for the development of the One Window IT system in the field of foreign trade activities (FED) for the period from 2023 to 2024.
According to the press service of the Cabinet, the document was developed taking into account internal and external challenges for the development of the country's foreign trade. The main task is to simplify the receipt and expand the availability of services for exporters and importers, who will now also be able to use the platform services.
As part of this work, firstly, it is planned to form a single full list of services and support measures in the field of foreign trade at the federal and regional levels and improve the work of state information systems that provide access to such services.
Secondly, it is planned to integrate One Window with the information systems of state authorities and organizations. This will allow you to promptly notify users about the possibility of receiving services and support measures, as well as send information about the status and results of the provision of these services.
Thirdly, it is planned to develop a regulatory and technological basis for an operational and convenient format for interaction between entrepreneurs and departments, including in terms of consideration of appeals.
Fourthly, for the further development of the system, the creation of a single register of participants in foreign trade activities is envisaged. This will allow the authorities to more effectively support exporters and importers based on specific business situations. In addition, with the help of the register, departments will be able to monitor business activity, qualitatively form a personalized environment of personal accounts of entrepreneurs and send them relevant proposals.
The Ministry of Economic Development and the Russian Export Center, which is its operator, will coordinate the development of the system.

2022: Mishustin approved the launch of a unified IT system for participants in foreign trade activities
Prime Minister Mikhail Mishustin signed a decree approving the work of the One Window IT system in the field of foreign trade (FED). The corresponding document on the official Internet portal of legal information was published on February 1, 2022.
The resolution defines the procedure for interaction of participants in foreign trade activities through the One Window system with state authorities, currency control bodies and agents and other organizations in electronic form.
The rules establish the structure, mode of operation of the system, the procedure for accessing it, the rights and obligations of its users, and the list of documents and information that can be provided through the "One Window," the participants of the Foreign Economic Activity connected to it, the timing and procedure for providing such documents and information. The procedure stipulates that the "One Window" system will function around the clock every day.
As a rule, the interaction of information systems of authorities with participants in foreign economic activity will be carried out automatically using a single system of interdepartmental electronic interaction (SMEV). The norms of the resolution will significantly reduce the period for the exchange of information between information systems using SMEV in an automated mode since 2023: from 48 hours to 10 minutes.
Such rules should significantly reduce the cost and time costs of foreign economic activity participants.
The functions of the operator of the One Window information system in the field of foreign trade activities are assigned to JSC Russian Export Center. Among other things, it will determine the list of services that ensure the interaction of participants in foreign trade activities using the One Window information system in order to develop and support exports.[1]"
