Parus-municipal management Management of the state (municipal) property

Automated information system "PARUS is Management of the state (municipal) property" on the Oracle platform is intended for increase in efficiency of use of the state-owned or municipal property.

The solution is developed for the authorities providing object management of the state-owned or municipal property. A system allows to organize complete and reliable accounting of objects of the state-owned (municipal) property due to integration of register accounting of property with accounting of asset holders and automation of accounting of the movement of property objects. Regular inventory of property with automatic identification of discrepancies of register and inventory accounting of property is provided.

Such, constructed on the principles of corporate data collection and processing system of accounting of the state (municipal) property is a full-fledged basis for:

• reliable assessment of amounts of a possible non-tax income, involvement in business activities of unaccounted and idle objects;
• increases in efficiency of cost control on acquisition and the maintenance of objects of property from authorized body of executive power for which there is more transparent an activity of asset holders;
• cutting of costs for maintaining the register of objects of the state-owned (municipal) property due to separation of functions on accounting and information processing between asset holders and department of management of the state (municipal) property.

A system provides to the authorities and local government which are responsible for property questions, ample opportunities for increase in effective management of the state-owned or municipal property.

The Parus — Municipal Management system is integrated about SIEI

"PARUS corporation" announced at the beginning of 2013 implementation of a pilot project within the organization of information exchange between bodies of local government of the Novgorod region and Rosreestr based on the system of interdepartmental electronic interaction (SIEI). The project is performed by request of Committee of finance of the Novgorod region.

The main objective of the project – to provide bodies of local government with a possibility of the automated reconciliation of data on a land and property complex with data of Rosreestr for the purpose of elimination of discrepancies and quality improvement of administration of land taxes and property – the main source of income of municipalities.

It is impossible to execute such reconciliation in the manual mode because of the large volume of credentials (for example, the quantity of the land plots in the Novgorod region is calculated by hundreds of thousands). Therefore an optimal solution is the organization of requests in Rosreestr through SIEI that allows municipality to receive without serious labor costs data on the taxation objects and to their owners in the automated mode (at the same time requests form not on separate positions, and in large quantities).

For the solution of such task the information system "Parus — Municipal Management" as a departmental information system was integrated from regional SIEI of the Novgorod region. Then processes of formation of electronic requests in Rosreestr for providing data on cadastral plans of territories and about owners of the land plots using the IC "Parus" and loading of the answers received from Rosreestr in a system were fulfilled. As a result municipalities had an opportunity of the organization of full accounting of the land and property relations and assessment of own tax potential.

This project is a step to full-scale involvement of bodies of local government in process of increase in yield on local budgets using modern information technologies. Let's note that active part in the project is taken by the partner of "PARUS Corporation" in Veliky Novgorod – Novek company.
