PARUS – Management of public procurements - the automation system of all stages of management of public procurements and implementations of electronic interaction with the unified information system in the field of state procurements created at the federal level.
The product serves for complex IT support of this activity - from an application campaign and purchase planning, before accounting of information on the signed contracts and formation of the analytical reporting, including process automation:
- the centralized holding an application campaign: collecting, accounting and approval of purchasing requests, their adjustment with reflection of changes in the corresponding plan and the scheduled plan of purchases;
- formation and accounting of purchase plans on the basis of the provided requirements, security regulations, approval and adjustment of plans of purchase, transfer of data in EIS;
- formation of the scheduled plan of purchases with detailing on customers (the divisions subordinated to organizations) with a possibility of approval and adjustment, transfer of data in EIS;
- the centralized collecting and accounting of requests from suppliers for participation in competitive and auction procedures, maintaining the register of requests and accounting of results of their consideration;
- accounting of proposals of suppliers with a possibility of control of the corresponding bank guarantees, transfer of data in EIS;
- accounting of justification, price and need of public discussion of purchase;
- formation of public contracts (agreements) based on holding procedures of order placement;
- accounting of the signed contracts, their changes, cases of rastorzheniye, documents on execution and payments under the contract, transfer of data in EIS;
- control of performance of contracts, including on the amounts of financing.

Architecture and its integration with other systems
Use of a system by separate public (municipal) institution or the centralized work of the state customers with the solution on the platform of authority (Founder), as well as on the basis of authorized body within the region or the municipal entity is possible. Users are connected to a system on a local network or by means of web access.
The solution "PARUS-Management of public procurements" is closely integrated with other systems of authority automating program and target planning and financing and also with programs of accounting of organizations, accounting of agreements, property management and logistics. Flexible integration, including by means of web services, with external resources is provided: EIS (zakupki.gov.ru portal), regional and municipal information systems in the field of purchases.
Work in a common information space helps to exclude bulky and expensive paper document flow in the field of state procurements, to implement the principle of single input and reuse of data, reducing labor input of the organization of processes of public procurements according to new requirements of Law No. 44-FZ and increasing efficiency of receiving and accuracy of the data, necessary for control and monitoring.
The paperless technology of information processing and its centralized storage in the database gives significant economy of budgetary funds and time for processing and the analysis and also allows to organize with the smallest costs electronic interaction with external information systems.
Integration opportunities and high rates of scalability of the offered system provide serious advantages of its centralized use by authority:
- simplification of processes of formation and control of purchases thanks to a uniform product catalog, works and services;

For April 15, 2015 advantage of the centralized option of use of a system based on OIV (Founder) - in a possibility of a regulation and unification of process of purchasing activity according to requirements of Law No. 223-FZ for subordinated organizations.
