Concept

In December, 2011 the Concept about accounting of the state information systems was approved.

According to the concept until the end of April, 2012 the accounting system had to be created and put into trial operation.

For June, 2012 the register of software of federal state agencies really exists, in it information on 239 systems is entered. Among the departments which submitted data the Ministry of Agriculture, Accounts Chamber, Rosreestr, the MFA, Rosstat and some other.

In the current version of the portal of disclosure of information it was possible to see a name of alcohol (Unified State Automated Information System), responsible for work of a notorious accounting system, in Federal Service for Alcohol Market Regulation, short descriptions of the subject equipment and databases, expenses on development and operation in 2010. There are no amounts for 2011 now.

Government decree

In June, 2012 the Prime Minister Dmitry Medvedev signed the resolution on accounting of the information systems created for the benefit of federal agencies and off-budget funds^[1].

In the document the government gives two groups of instructions: to project coordinator – to the Ministry of Telecom and Mass Communications and federal state agencies which should enter information into an accounting system.

Should instruct the Ministry of Telecom and Mass Communications until the end of August, 2012 on accounting and classification of software and components of infrastructure, to develop forms of electronic passports and the rule of drawing up unique identifiers of software and the equipment. Besides, the ministry should write rules of providing data to an accounting system and a technique efficiency evaluation of works.

To federal agencies of time it is given one month more – until the end of September. To this term they should select responsible for the publication of data and formally describe how such disclosure will take place. The status responsible for filling of an accounting system, as well as in a case with interdepartmental interaction, should be not below the deputy manager. After that within a month, i.e. the latest at the end of November, all data about working in department of software should appear in an accounting system.

It will be possible read information on the working software, costs for it and efficiency of projects as a result on the website 365.minsvyaz.ru and also on the uniform portal of the budget budget.gov.ru system (only the test page is available now).

The annex to the present government decree defines a set of the published data and efficiency of updating of uniform base. The deadline of input of accounting of information systems in commercial operation is defined in the concept – the end of 2012.
