2024: Work to create a registry
in Ministry of Digital Development Russia December 2024, he published on the portal of draft regulatory legal acts a resolution on the creation of a special regime - expenditures of IT state bodies and the formation of an appropriate register.
According to TASS, the document was developed to improve the planning and implementation of informatization measures within the framework of departmental digital transformation programs. For the first time, the resolution enshrines the definition of IT costs.
IT expenses include procurement costs in the field of information and communication technologies, subsidies to autonomous and budgetary organizations to exercise the powers of government agencies, as well as subsidies to state corporations and public law companies for state information systems.
The project introduces a mechanism for agreeing on the costs of new IT assets by the subcommittee on key digital transformation projects of the government commission on digital development. The procedure for implementing IT expenditures of the federal budget and budgets of state extra-budgetary funds is also determined.
The new register will make it possible to systematize and control the spending of budget funds on information technologies by all government agencies. This will ensure that funding for the digital transformation of the public sector is transparent.
The initiative is part of a comprehensive strategy to digitalize public administration and optimize information technology costs. The register will help avoid duplication of developments and ensure more efficient use of budget funds.
The ministry plans to monitor the targeted use of funds through a special monitoring system. This will assess the effectiveness of investments in digital transformation and adjust the strategy for the development of information technology in the public sector.[1]
