2022: Mishustin approved the creation of a unified register of construction companies participating in SRO

May 25, 2022 it became known about the creation in Russia of a single register of construction companies - members of self-regulatory organizations (SROs). The resolution, which approves the rules for the formation and maintenance of such a system, as well as the composition of the information included in it, was signed by Prime Minister Mikhail Mishustin.

It is assumed that the new initiative will simplify the search for designers and builders for the construction, reconstruction and overhaul of buildings. As the press service of the Cabinet explained, before the choice of a contractor was difficult due to the lack or disparity of information presented in the registers, which were kept by each SRO separately. Now this can be done on a single information resource.

The National Association of Builders (NOSTROY) and the National Association of Prospectors and Designers (NOPRIZ), uniting all construction self-regulatory organizations, will be responsible for its creation and development.

Self-regulatory organizations appeared in Russia after the state in 2009-2010 stopped issuing licenses confirming the qualifications of builders. These associations are also responsible for paying compensation to customers affected by unskilled work by developers, designers and prospectors.

The resolution was developed to implement the new norms of the Urban Planning Code, adopted in December 2021.

In April 2022, the government allocated an additional 35 billion rubles to subsidize developers. The mechanism of state support implies the readiness of banks to provide loans to developers at a rate not higher than 15% per annum. This support measure is expected to help construction companies build 18.5 million square meters. m of housing, of which 5.55 million are planned to be commissioned before April 1, 2024.[1]
