2019: Release of edition 3.1 "1C: Payroll and HR Management 8 for Azerbaijan" configurations in electronic form

On December 17, 2019 the firm "1C" announced release of edition 3.1 of the configuration 1C: Payroll and HR Management 8 Azerbaijan"for" developed on version 8.3 of the platform "1C: Enterprise". Localization of a configuration is executed by the company "AKBIS" To tank () by request of 1C Company. All rights to distribution of a configuration belong to 1C Company.

When developing a configuration experience of implementation in such companies as Baker Tilly, Lu-Mun Holding, Modern Educational Complex, RGA, Baker Hughes and many others was considered.

1C: Payroll and HR Management 8 for Azerbaijan

For convenience of users and partners, products are issued in the form of electronic delivery that allows to receive and install products in the shortest time, without waiting for receiving boxed copies.

The "Salary and Personnel Management for Azerbaijan 8" configuration for 1C:Enterprise 8 represents the standard application solution intended for implementation of the HR policy of the enterprises for the following directions:

  • requirements planning in personnel and staff costs;
  • ensuring business by the personnel;
  • management of competences and employee assessment;
  • training management of personnel;
  • management of financial motivation of personnel;
  • effective planning of employment of personnel;
  • registration of personnel and analysis of personnel structure;
  • labor relations, including personnel office-work;
  • payroll of personnel;
  • management of monetary settlings with personnel, including deposition;
  • calculation of the taxes regulated by the legislation and * contributions from wage fund;

Accounting of activity of several organizations

The configuration allows to conduct a management and accounting activity on behalf of several organizations (which can be registered as legal entities or to be business owners).

The configuration can be also used at the enterprises of holding structure consisting of several organizations which are registered as legal entities or are individual entrepreneurs. The program provides parallel conducting two types of accounting of personnel – managerial and regulated. Management accounting is kept on the enterprise in general, and regulated accounting is kept separately for each organization (legal entity or the individual entrepreneur).

Process automation of management

In a configuration special attention is paid to automation of a management activity of human resources managers. In particular, the following tools allowing to solve the main objectives which face when planning both human resources managers, and heads of different levels are included in the configuration:

  • the tool of an adoption of changes of the personnel plan allowing to edit * the personnel plan and to browse a current status of the plan;
  • the instrument of workforce recruiting allowing to perform all procedure of personnel recruitment including conducting correspondence with candidates by e-mail;
  • the tool on vacation planning of workers;
  • tools of management of competences and carrying out certifications;
  • tools of training management of workers;
  • building tool of schemes of motivation of workers.

Requirements planning in the personnel

Requirements planning in human resources is performed in the personnel plan. Initial data for planning can arrive from production systems. The personnel plan allows to plan organizationally official structure, the event plan of changes organizationally of official structure, fund of labor costs. By means of reports on a status of the personnel plan it is possible to receive efficiency evaluation of works on set of employees, quantity of vacant jobs and data on the planned staff costs.

Personnel recruitment automation

The subsystem of personnel recruitment is intended for documentation and automation of process of selection and assessment of candidates. The subsystem provides storage of personal data on candidates, as about individuals; storage of the materials appearing in the course of work with the candidate, beginning from the summary and to results of questioning; preparation of meetings with candidates and registration of the employed solutions up to acceptance. The main tool of a system - the automated workplace of the human resources manager by means of which it is possible to perform all stages of works on filling of vacant jobs.

Management of competences and personnel training

For management of competences the program provides personel assessment, including control of results and quality of assessment. On the basis of assessment of the worker (certification) key personnel decisions are made: employment, rotation, compensation change, need for training, dismissal. The configuration also helps to plan personnel training and to control efficiency of training events.

Costs planning on personnel

The configuration allows to plan staff costs by cost items with the further plan-fact analysis. Planning is conducted or on "managerial" structure using the centers of the financial responsibility, or on structure of the organizations – legal entities, at the same time the general analytics according to cost items of the managerial and regulated accounting is used.

When planning different scenarios are used: optimistic or pessimistic, with different frequency – week, month, quarter or year. Automatic formation of the planned budgets for actual costs of last planning period is provided.

Planning of employment of personnel

The subsystem of planning of employment allows to plan meetings of employees of the enterprise including with third parties, and holding actions. Besides, planning of another holidays of employees of the enterprise using the system of an approval of the made decisions is supported.

Management of financial motivation of workers

The subsystem allows to develop and apply schemes of financial motivation of workers using different performance indicators of activity (KPI) both the certain worker, and the enterprise in general. When developing schemes of motivation any quantity of types of charges can be used, at the same time there is an opportunity to design an algorithm of calculation of charge based on a broad spectrum of mathematical formulas with participation of the performance indicators of activity (KPI) used at the enterprise.

Registration of personnel and analysis of personnel structure

The subsystem of personnel records assumes storage not only personal data on employees of the enterprise, but also the service information. Treat the last: division where the worker, his position, quantity of the occupied rates, official telephones and other contact information works. Also promotion of the worker at the enterprise - its employment, office movements, business trips - is registered up to dismissal. Also accounting of holidays of workers and control of the actual use of holidays, drawing up reports on schedule performance of holidays is supported.

On accumulated information about workers it is possible to construct various reports which provide initial data for carrying out the analysis of personnel structure, the staff turnover reasons, etc. Reports give to users ample opportunities of setup of volume and a detail of the output data and also viewing and information analysis in a graphic type - in the form of charts and pivot tables.

The subsystem of the regulated personnel records allows to automate labor-consuming routine transactions, to release workers for accomplishment of actually analytic and managerial functions and by that to increase efficiency of service of personnel management.

Labor relations, personnel office-work

"Salary and Personnel management for Azerbaijan 8" supports maintaining the staff list of the organizations with a possibility of the indication of different types of wage rates, any number of allowances and the additional information about established posts. In the program personnel office-work, including filling of the unified printed forms is automated: execution of employment contracts, employment, employee transfers of workers, dismissal from the organization. The planned business trips of workers are registered in the program, at the same time orders on the direction of workers in a business trip are prepared, traveling certificates and office tasks are filled out.

Calculation and payroll accounting

For calculation and payroll accounting in the program activity as the managers making decisions on the salary of personnel, and estimating accountants of the salary is automated:

  • development and analysis of schemes of motivation of workers;
  • accounting of results of productive activity;
  • automatic calculation of a wide range of charges – from payment on a salary before payment * sick-lists and holidays on average earnings;
  • flexible configuration of the used charges and deduction.

The configuration provides conducting settlement with employees of the enterprise and also the cost accounting on compensation as a part of the product cost and services. All complex of settlings with personnel is automated, beginning from input of documents on the actual development and the actual use of working time, payment of sick leave notes and holidays, up to formation of documents for salary payment and deposition and also the reporting in the state supervisory authorities.

The main payment methods of work used at the self-supporting enterprises are implemented: time (using monthly, day and hourly wage rates) and price-work work payment methods and also their options; time and bonus and price-work and bonus payment methods of work.

The flexible mechanism of accounting of use of working time allows to describe, on the one hand, different working schedules, including "sliding" and also individual and to register only deviations from a normal operation mode, and with another – to register only actual data about use of working time on the basis of the sheets completed in divisions.

For the purpose of ensuring work at the enterprises with a large number of workers the main "settlement" documents are supplied with means of automatic filling and calculation. Calculation results can be presented in the form of analytical reports, evident diagrams and charts:

Reflection in regulated accounting of the accrued wages amounts, the PIT, the PF (10% and 15%) and SPB (0.5% and 0.5%)

Flexible implementation of accounting of the accrued payroll and taxes allows to configure arbitrarily an order of reflection of these amounts in costs of the enterprise, to receive the analytical reporting according to the results of calculations. Users are given an opportunity to set recognition as for specific charge (for example, financial support), and all main earnings of the worker one or in several ways reflections. 2016: Description of functionality of the "Salary and Personnel Management for Azerbaijan" program

The "Salary and Personnel Management for Azerbaijan" configuration is developed for the market of Azerbaijan based on the Russian configuration "1C: Payroll and HR Management PROF", edition 2.5 and according to the national legislation of the Azerbaijan Republic.

The configuration allows to automate in a complex the tasks connected with payroll of personnel and implementation of the HR policy taking into account requirements of the legislation and real practice of work of the enterprises. It can successfully be applied in services of personnel management and accounting of the enterprises and also in other divisions interested in the effective organization of work of employees to human resources management of commercial enterprises of different scale.

Localization of a configuration is executed by Akbis company (Baku) by request of 1C Company. All rights to distribution of a configuration belong to 1C Company.

According to information for September, 2016 in the "Salary and Personnel Management for Azerbaijan" configuration legislative features of the Azerbaijan Republic and also a market demand are considered:
