The portal aggregator[1]"State expenditure" is intended for all, it is interesting to whom to study the sphere of state finance: from selection of budgetary funds to results of contracts and final receivers. Based on open data of financial state agencies, State expenditure contains information on the signed public and municipal contracts, state customers and subsidies. Also on it cost data on national projects and a comprehensive plan of upgrade and expansion of trunk infrastructure till 2024 are available.
2019: Start of the portal
On November 18 the Accounts Chamber of the Russian Federation started the new instrument of public control - the informational portal "State expenditure". As of the end of November the portal works in the beta and contains only a basic information about expenditure of budgetary funds in Russia which can partially be found also on another, earlier started resources. However during 2020 the contents of the portal considerably will extend, developers promise.
On the portal brought to launch only the main – national projects, analytics and basic profiles of state customers, contracts and subsidies. As of November 18 it contained information about 320 thousand state customers, 36 million public and municipal contracts and 116 thousand subsidies. Also on it data on 12 national projects and a comprehensive plan of upgrade and expansion of trunk infrastructure till 2024 by the public and municipal contracts and subsidies from the federal budget are available.
The Accounts Chamber of the Russian Federation explained that the purpose of this project - to give to the interested citizens the chance to study the sphere of state finance: from selection of budgetary funds to results of contracts and final receivers.
Does the project is more transparent and everything that raises the questions of the public expenditures is more clear: from planning of the state budget, subsidies, purchases and national projects before tendering, signing of the contracts and their results, specified in Accounts Chamber. It allows to receive parts of each contract and each subsidy, to browse profiles and to find contracts of the interesting organizations.

As data sources such resources as the unified information system in the field of purchases (zakupki.gov.ru) are used; uniform portal of a budget system (budget.gov.ru); portal of state programs (programs.gov.ru); passport of national projects (government.ru).
Also on the portal aggregated data on the main distributors of budgetary funds and payees from the federal budget and indicators of a contract system are provided. As of November 14 indicators calculated on the basis of data of a contract system and the register of subsidies from the federal budget are available: from number of active state customers and suppliers for the period time to the amount of the distributed subsidies on months on the main managers of budgetary funds (MMBF). For each indicator the short description of a calculation procedure is published.

At the same time in the organization noted that open data of the State expenditure portal give to the user the chance for the independent profound analysis and carrying out researches, and the API project will allow programmers to create socially important and commercial applications and services.

Speaking about project deadlines, the associate director of the Federal center of informatization of Accounts Chamber, the Open Data project manager of Union of Writers of Russia Ivan Begtin told TAdviser that development of the portal continued within 4.5 months – since June, 2019 to the middle of November, 2019. Work in the beta-version, according to him, the portal will be within several months. Based on testing, the platform can be finished and improved.
According to Begtin, the resource was developed by completely internal forces of Accounts Chamber. 6 people, including the IT staff of Accounts Chamber worked on his creation, he told TAdviser. About the project cost of data of TAviser Begtin did not provide, having told that employees performed all works for the received salary.
In 2019-2020, Ivan Begtin says, State expenditure will be replenished with three add-on modules: Gosprogramma, Budget, "Results of tenders" on which statistics and other information the relevant contracts, subsidies and results of tenders will be displayed. It will allow to receive deeper statistics and analytics on the public and municipal expenditures.
In addition to the State expenditure portal, there are some more similar resources containing information on expenditure of public funds. The speech about the uniform portal of a budget system of the Russian Federation - budget.gov.ru, zakupki.gov.ru, clearspending.ru.
The budget.gov.ru portal, in particular, comprises the description of a budget system of the Russian Federation and information on state revenues, expenses, balances of budgets, state support measures, state investments and also state programs and a national debt and quality of financial management of chief managers of means of the federal budget and other sections.
The zakupki.gov.ru portal represents the unified information system in the field of purchases. Here information on all purchases which are carried out by the state, including planning, the concluded government contracts, the directory of goods, works, services for ensuring the state and municipal needs contains. Besides, on the portal information on the Russian legislation in the field of purchases is placed.
The portal Goszatrata - clearspending.ru - is the non-state resource providing information on the public expenditures, in particular, the public, municipal contracts and grants.
According to Ivan Begtin, the budget.gov.ru and zakupki.gov.ru portals, unlike the State expenditure portal, a set of separate untied registers within the existing regulatory legal acts.

Speaking about distinction of the State expenditure portal from the portal of state procurements, he specified that on the last data on the purchases made within 223-FZ and 44-FZ are not consolidated together. Also, according to Ivan Begtin, on the portal of state procurements there are no profiles of customers and many other necessary elements. At the same time every weekend of zakupki.gov.ru is on maintenance.
Concerning clearspending.ru Ivan Begtin told that this resource "goes some other way" and carries a bit different, than Gosrakhoda, character. At the same time, according to him, at the portal, as of November, the code became outdated.
