The regional end-to-end information system "Gosuslugi" (RKIS GU) is the software and hardware complex intended for ensuring process automation of rendering public services by executive authorities of the region and the regional organizations.
Due to implementation of RKIS GU in commercial operation in executive authorities of the region and the regional organizations reduction of finance and time expenditure on creation and implementation of the separate systems at the expense of high degree of adaptability of the integration solution is reached. The scalability of a system allows to provide automation of again rendered public services for at least 5 years and to quickly make changes to procedures of rendering the existing services.
STRUCTURE OF RKIS OF GU
- Regional register of state services
- The description of the list of the state services rendered in the region with detailing of processes of their rendering.
- Regional portal of public services
- Ensuring informing applicants according to procedures of rendering state services, a personal account, order taking electronically, trackings of the course of rendering state service, issue of results electronically.
- Regional system of interdepartmental electronic interaction (SIEI)
- Ensuring the unified interdepartmental interaction, the guaranteed delivery of electronic documents, monitoring of operability of services, the analyst.
- Automation system of regulations of rendering state services
- Modeling of processes of rendering state services, control of their execution, monitoring, integration with external participants and systems by means of SIEI.
- Processing system of addresses of applicants
- Ensuring automation of jobs of staff of bodies of executive power and the organizations participating in processes of acceptance, issue and processing of requests of applicants for state services.
- Regional Contact center
- Ensuring informing applicants according to procedures of rendering state services, a status of requests, ensuring feedback coupling on different communication channels: phone, e-mail, SMS, etc.
- System of distance learning of staff of bodies of the government
- Providing to an opportunity preparation and carrying out distance learning of staff of bodies of executive power using modern portal technologies (SCORM rates), carrying out certifications and qualification tests.
- Monitoring system and the analysis of activity of public authorities in processes of rendering state services
- Ensuring development and monitoring in real time of the estimates of a status based on the balanced scorecard constructed on initial data on processes of rendering state services.
PURPOSES OF DEPLOYMENT OF RKIS OF GU
- increase in efficiency of rendering public services to physical persons and legal entities
- creation of a system of the normative and legal support of processes of rendering public services performed using the automation equipment
- providing to consumers of convenient access mechanisms to public services at minimization of their costs
- minimization and, in the long term, exception of paper document flow in the course of interaction of executive authorities of the region and the regional organizations in the course of rendering state services
- execution in time and ahead of schedule requirements imposed by administrative documents of the Government of the Russian Federation
PROBLEMS OF RKIS OF GU
- ensuring effective legally significant electronic interaction of executive authorities and regional organizations – participants of processes of rendering public services
