Ultimeta State order of 2012

Software package the Ultimeta the State order allows to automate effectively processes of the public and municipal procurements with observance of all requirements of the current legislation. Implementation of a complex provides information exchange of all participants of procurement procedures, transparency of public procurements, expense optimization of budgetary funds, effective control behind compliance with the law and expenditure of budgetary funds.

Basic functionality

• Automation of planning of the state and municipal order, including collecting of requests of state funded organizations for purchase of goods, works, services, formation by customers of registers of needs, scheduled plans of order placement, consolidation of registers of needs and scheduled plans of order placement by managers of budgetary funds, authorized body, planning of joint biddings, integration into automation systems of budget process;
• Automation of formation of the state and municipal order, activity of authorized body, including collecting and processing of tasks for the organization of order placement from the state (municipal) customers, carrying out joint biddings;
• Full automation of procedures (processes) of order placement by all location modes of orders, including approval of order placement of all instances, automatic formation in the system of notifications on order placement, templates of tender (auction) documentation, control of information on order placement on compliance to the legislation, placement of information on order placement on the official site and transfer to the official printing publication, acceptance and request processing on explanation of documentation, registration of requests of bidders in the magazine of requests, ensuring order taking electronically using means of the EDS, automation of activity competitive (auction, quoted, selection) the commissions, accounting of meetings and votes of the commissions, automatic formation by the system of all protocols, automatic evaluation and comparison of requests by the set technique, information maintenance of holding open auction, maintaining the electronic marketplace (EM) for automatic holding electronic auctions, taking into account the last requirements of the legislation, etc.
• Maintaining the website for placement of information on order placement, effective tracking of information on order placement by participants of order placement;
• Automation of accounting and control of performance of contracts, maintaining registers of contracts according to requirements of the legislation;
• Ensuring legally significant electronic document management at all stages of order placement using the electronic digital signature (EDS) and service of an electronic notariate, according to the Federal law "About the Electronic Digital Signature" and also confidential information protection using the certified means of cryptographic information protection;
• Analytics and efficiency evaluation of expenditure of budgetary funds, monitoring of the prices and formation of statistical and analytical reporting (including in form 1 Biddings), a possibility of the comprehensive economic analysis of functioning of the state and municipal order;
• Operating control behind compliance with the law and targeted budget expenditure, accounting of procedures of public procurements in electronic journals of accounting, automation of activity authorized for control in the field of order placement of authority, including automation and accounting of conducting checks, maintaining the register of complaints.

• A system allows to create automatically all orders, notifications, documentation, protocols, letters to arbitration courts and tax instances, notifications to participants and so forth – all that mass of the documents making "routine" of any procedure of order placement.

Literally a one click of a key a system allows to send data to the official printing publication, to prepare statistical reporting, etc. Together with technologies of legally significant electronic document management at all stages of order placement and widespread introduction of electronic biddings – all this allows to increase cardinally efficiency of holding procedures and many times to lower workload on employees.

In a system the Ultimeta the State order of 2012 is provided integration with the Official website of the Russian Federation about order placement of www.zakupki.gov.ru which was put into operation since January 1, 2011. A system can work well-coordinated within infrastructure of the All-Russian website, providing full-function automation and document flow at order placement, at the same time information on purchases, protocols and contracts is automatically synchronized with the All-Russian website.

Besides, in a system the possibility of interaction with the electronic platforms which are selected by the Ministry of Economic Development of the Russian Federation for running public online auctions according to Chapter 3.1 94-FZ is provided. A system allows to transfer automatically to electronic platform the notification and the auction documentation, to communicate automatically with electronic platform at placement of explanations of documentation, formation of protocols and so forth.
