2024: Work to create a registry

In early May 2024, it became known about the decision of the Ministry of Justice of the Russian Federation to create a unified electronic register of convicts and those released so that companies could hire them.

According to the draft government decree, which was developed and presented by the Ministry of Justice, we are talking about the creation of a single register of persons in respect of whom probation is applied. The government has to approve:

  • list of bodies and organizations with access to a single register of persons for whom probation is applied;
  • list of bodies and organizations authorized to enter information into this register;
  • a list of types of such information;
  • order and use of the registry.

It is planned to create a unified electronic register of convicts and those released so that companies can hire them for work

On January 1, 2024, the Federal Law "On Probation in the Russian Federation" entered into force. It provides for the introduction of the institution of probation, which is a set of measures aimed at the social adaptation of convicts and persons released from prison. Information about persons for whom probation is applied will be contained in a single register.

This information will be used only as part of the implementation of measures for the social adaptation of convicted and released citizens, in respect of whom probation will be applied, - explained on the website of the Ministry of Justice about the contents of the register.

The department also clarifies that in order to protect personal data, the decision to provide access to a single register to the bodies and organizations included in these lists will be made by the Federal Penitentiary Service of Russia (appointed by the register operator) on the basis of a written request justifying the provision of access, the type of information available for use, as well as the period of access to the register.[1]
