2025: Building the System

The Almaz-Antey aerospace defense concern is developing a unified system for servicing and controlling unmanned aerial vehicles, which will allow integrating drones into the common airspace of Russia. The system should be created by December 15, 2025, the project cost is ₽862 million. This became known on April 8, 2025.

According to Vedomosti, the customer is FSUE State Air Traffic Management Corporation (ATM Group) - a single structure for air navigation services in Russia. The corresponding documentation is published on the public procurement portal.

Almaz-Antey creates a unified UAV flight control system - drones will be integrated into common airspace

At the initial stage, the main air traffic management center in Moscow, as well as branches in the Far East (Khabarovsk) and Siberia (Krasnoyarsk) will be connected to the system. The platform will provide interaction between drone users weighing from 150 g to 30 kg with ATM GC, executive and local authorities and third-party information systems on a one-window basis.

Users of the system will be able to see the "digital footprint" of the drone, receive a visual representation of the current air situation, conduct navigation calculations based on the movement of unmanned and manned vessels and receive notifications of changes in flight status.

The subcontractor of the project will be Monitor Software, which since 1993 has been specializing in automating the activities of airports and airlines. She will develop a subsystem for providing flight plans on the Internet and over the telephone network. The platform will be built on domestic software products - the RED OC server operating system and the Russian database management system.[1]
