In the capital the uniform reference book of laboratory researches (URBLR) is developed. It is a translation result of all laboratories on a uniform technique by which they decrypt analyses, reported CNews in the press service of EMIAS. Already in the first quarter 2017 doctors in clinics will begin to give access to this electronic reference book. He will prompt to physicians what laboratory researches in what cases it is necessary to appoint. Besides, URBLR will become base which will allow to appoint and receive analysis results in electronic form. This system will earn in all city clinics within two years.

The department of health care and the Moscow Department of Information Technology collected in uniform service the reference information on more than 2.7 thousand laboratory researches and 4.6 thousand tests. It is about 12 types of researches: clinical, biochemical, immunological, microbiological, genetic and others.

Thus, now all laboratories in the city work by a uniform technique, the software is integrated with the Uniform Medical Information and Analytical System (UMIAS).

"Within two and a half years Department of health care together with Department of information technologies did huge work — the deputy head of IT department Vladimir Makarov explained. — To transfer analyses to an electronic form, it is necessary to understand equally and correctly all nomenclature of laboratory researches, tests which enter each type of a research. In the first quarter this year in several city clinics the pilot project during which doctors will get access to the uniform reference book of laboratory researches through the electronic system of appointments will begin. In it there are hints both for physicians, and for patients. So, the doctor can enter the expected diagnosis into a system, and the "smart" reference book will issue it lists of the recommended researches and tests and also obligatory analyses which are provided by the Moscow standard of clinic for the specific diagnosis. If several doctors appointed the same analyses, a system will prompt that it is necessary to carry out them only once. At the same time for the patient it is possible to print an instruction about preparation for a research. From it, for example, he learns whether it is necessary to go on the analysis on an empty stomach, and so forth.

The nurse who does a biomaterial intake sees the detailed instruction: what test tube take how many it is necessary biomaterial to what laboratory to send. "It significantly increases quality of laboratory diagnostics as 70 percent of errors are the share of a preanalitichesky stage, i.e. before sending biomaterial to laboratory" — noted in the press center of EMIAS.

It is expected that until the end of the year all physicians of an out-patient and polyclinic link will get access to the uniform reference book of laboratory researches with hints.

Within two years, according to Vladimir Makarov, all appointments and analysis results in city clinics will transfer to an electronic form. It is until the end of the year going to complete the work on transfer to an electronic form of the most widespread analyses — blue blood, urine, a calla. After that the list will be filled up by microbiological, histologic and other researches. A system will allow to accelerate issue of results of researches. The request for them comes from the doctor of clinic to an information system of the centralized laboratory at once, test of the patient decides on the help of an individual unique barcode. The result of a research online appears in the computer of the doctor who appointed it.

After that the laboratory service EMIAS will give to doctors of the hint on necessary researches, including on the basis of the analysis of the previous results of the specific patient. Now the system of electronic appointments is tested in clinic No. 115 and four of its branches in the northwest of the capital. Transferred 76 types of researches of blue blood to an electronic form. In 2015 in electronic form more than 700 thousand laboratory researches were already appointed.
