Uniform state alerting system and emergency responses (AIUP traffic police)

In all divisions of traffic police of Russia in July, 2011 the automated management information system of divisions of traffic police of the State traffic inspectorate integrated with Universal State System of Prevention and Response to ES (AIUP traffic police) is introduced in the mode of trial operation. A system is used in divisions of 83 subjects of the Russian Federation and allows to perform systematization and the analysis of the reasons of the road accidents and to take measures for decrease in road and transport accident rate.

For solving of tasks on preserving of security on highways within the federal program "Increase in Traffic Safety in 2006-2012" specialists of Stins Coman created the AIUP traffic police system. A system allows to inform timely emergency services on road accident, to perform collecting, processing and information storage about emergencies and incidents on roads, to provide information exchange with AIUS RSChS, to give opportunities of the analytical information processing relating to road accident and emergencies on highways.

Now preparation for opening of the Center of special purpose monitoring in the field of traffic safety of the Ministry of Internal Affairs of the Russian Federation comes to the end. Within the celebration of the 75 anniversary of the State traffic inspectorate demonstration of preliminary hardware-software filling of the Center of monitoring, including AIUP traffic police was carried out. The solution was presented to the Deputy Minister of Internal Affairs Kiryanov V.N., the chief GU OBDD by the Ministry of Internal Affairs of the Russian Federation to Nilov V.I. and chiefs of Managements of traffic police on all territorial subjects of the Russian Federation. For demonstration a system was integrated with a geographic information system (Data + LLC developer) on which the status of road and transport accident rate by territorial subjects of the Russian Federation and also statistics of accident rate for the current day is in real time displayed.

Now in AIUP traffic police input of operational information about the road accidents is performed. Based on departure of traffic police officers in a system photos from the place of road accident and also materials of checks and the conclusion about the causes of the accident are attached. It allows to perform systematization and the analysis of the reasons of the road accidents and to take measures for decrease in road and transport accident rate at all levels of security management of traffic. A system will be improved further by specialists of Stins Coman, in particular the expanded card of accounting of road accident which is still provided at the level of primary message is improved. But the received result and responses about a system, according to Dmitry Yershov, the analyst of the Department of the Automated Management Information Systems (DAMIS) of Stins Coman, speak about demand of AIUS traffic police and also high-quality change of the mechanism of information exchange about road accident on the basis of the development and deployment of specialized program and information support of detection of the place of road accident and the mutual notification of emergency services integrated to Universal State System of Prevention and Response to ES (AIUS RSChS). It will significantly accelerate assistance to victims and liquidation of other negative effects of road accident.
