At the end of 2014 the Univef company presented the solution Univef Smart of housing and public utilities which is intended for collecting, commercial accounting and quality control of deliverable utility resources. A system is implemented on model "as service" and provides accounting of thermal energy, a hot and cold water and also electric power on keyword parameters of resource provisioning. That Univef Smart housing and public utilities allows to solve problems insufficiently high-quality deliverable utility resources, unreasonably high costs for their payment and also transparency of settlement between consumers and suppliers of utility resources.
According to the housing-and-municipal organizations which were carrying out its trial operation, use of Univef Smart housing and public utilities will allow inhabitants of apartment houses to save considerably on payment of services of hot water supply and central heating, and to management companies – to increase quality of the provided services, first of all due to monitoring technical parameters of utility resources and to the analysis of emergency situations.

In April, 2017 Molotov Vladimir, the director of Univef of business development, pointed that the difficulties connected with attraction of financing for holding actions for increase in energy efficiency first of all are caused by lack of a reliable picture on volumes and the nature of energy consumption. Because of it potential investor cannot objectively estimate key indicators of financing, such as necessary volume of the made investments taking into account the stipulated set of actions, terms of return of investments and ensuring profitability, the amount of the profit and also the final amount of the actual economy of the budget due to more zealous use of energy resources.
Meanwhile the organization of reliable accounting and quality control of power supply is a priority for implementation of energy efficient and energy saving actions in the field of housing and public utilities. It generates some kind of vicious circle when it is possible to attract investments only concerning already upgraded system of resource provisioning, but at the same time process of the organization of accounting without financing cannot be performed.
Approach of Univef to permission of this situation assumes, first of all, selection of process of the organization of commercial accounting of energy consumption in a separate stage. It allows to reduce the necessary initial level of investments, and respectively, to simplify all necessary calculations and as much as possible to formalize conditions and parameters of investment. Besides, at this stage as the external investor, according to Univef, it is necessary to attract not credit institutions, but the large technology companies which have the corresponding organizational and legal and technology competences and also own financial resource, i.e. capable to act not only as the contractor, but also their investor.
Thus, an opportunity to create a necessary technology backlog for holding further energy saving actions is implemented, without involving for this purpose budgetary funds and at the same time creating conditions for more large-scale attraction of different sources of external financing.
As V. Molotov specified, Univef already uses this approach in the field of housing and public utilities, performing reorganization of infrastructure of accounting of resource provisioning of municipalities of the Moscow region together with the large system integrator, INLINE Technologies company. At the same time the partner of Univef acts both as the general contractor, and as the co-investor of project data.
