Upgrade of automated control systems for traffic (ASUD)

The Russian system integrator "Technoserv" completed the project on upgrade of automated control systems for traffic (ASUD) in 14 regions of the Russian Federation. The total cost of works on the public contract is 140 million rubles.

On November 29, 2011 Technoserv announced project completion on upgrade of automated control systems for traffic (ASUD) in 24 regions of the Russian Federation. The total cost of works on the public contract was 240 million rubles.

Works were carried out within the actions of the Federal target program "Increase in Traffic Safety in 2006-2012" for 2011. The purpose of the program is reduction of number of the persons who died as a result of the road accidents by 1.5 times in 2012 in comparison with 2004. It will allow the Russian Federation to approach the traffic security level characteristic of the countries with the developed automobilization of the population, to lower indicators of accident rate and, therefore, to reduce social sharpness of a problem. Program execution was performed under control of Directorate on Management of the Federal Target Program "Povysheniye bezopasnosti dorozhnogo dvizheniya v 2006 — 2012 g." Federal State Institution.

One of key actions of the program is improvement of the organization of the movement of vehicles and pedestrians in the cities. Activity provides improvement of traffic conditions of vehicles and pedestrians, implementation of modern methods of regulation of traffic flows, complex schemes of the organization of traffic, improvement of the organization of the pedestrian movement, decrease in influence of road conditions on emergence of the road accidents, increase in capacity of a street road network, holding engineering actions in places of concentration of the road accidents in the specified direction.

Within the actions for upgrade ASUD "Technoserv" made complex reconstruction and an overhaul of control objects, equipment by LED traffic lights, modern managing directors of controllers, ecological sensors, detectors of transport, a board of a countdown of time of the resolving signal, the additional sound accompanying units, the modern software. Let's remind that Technoserv is a supplier under public contracts on upgrade of ASUD since 2007.

Commenting on results of work, Boris Tsiklis, the head of Directorate on management of the federal target program "Increase in Traffic Safety in 2006-2012", noted: "During action of the Program we accumulate wide experience on implementation of program and target approach in activities for traffic security, interaction with executive authorities at regional and municipal level. Special attention was paid to liquidation of bottlenecks, complex influence on conditions and origins of road accident from a position of their effective prevention.

Told belongs to all range of actions in the transport sphere including to upgrade of automated control systems for traffic. Traffic light regulation of the movement of vehicles and pedestrians is widely applied, first of all, for the purpose of separation of traffic and pedestrian flows, reduction of risk of emergence of road accident and is indivisible element of intelligent transport systems on city network of roads and streets.

In the conditions of the intensive and insufficiently controlled growth of the transport park of the country, especially on urban areas, formation of effective management systems for the purpose of warning of jams, ensuring safe and free traffic is inseparably linked with holding actions as at the local level (intersections, crosswalks, parking, etc.), and on all street road network within the forming centers of the organization of traffic. In the cities of Russia implementation of such systems was performed since 80th years of last century. However new requirements to the admission of highly intensive traffic flows defined need of their upgrade, as was successfully made within implementation of the federal target program, including with participation of Technoserv company.

Special attention when carrying out such works is paid to interaction with executive authorities of the subjects of the Russian Federation and municipal entities. Support of the regional authorities when implementing these projects helps us to make a right choice of objects of upgrade, to consider degree of danger of intersections, and then to the contractor of the contract – Technoserv company – quickly and with the minimum inconveniences for residents of the cities to carry out all necessary works.

According to the results of six years of activities for program execution life of nearly 25 thousand people is saved, almost all settlement indicators are considerably exceeded. More than the transport risk was reduced by 40%, the social risk decreased by 26%, consistently weight of effects of road accident, number of the children who got under the wheels of motor transport from year to year decreases. As a result of the taken measures for improvement of the organization of traffic, an exception of conflict situations rather expressed trend of reduction of the death toll in road accident of pedestrians was created".
