2024: Implementation of the "Procurement" automated system

The automated system "Procurement" on the basis 1C was put into operation in OJSC "" RUSSIAN RAILWAY as part of the program. import substitution This will allow us to continue to organize in a timely manner uninterrupted and comprehensive provision of holding units with all the necessary material and technical resources at minimal costs. 1C announced this on April 18, 2024.

The development of the import-independent system was carried out by the Central Directorate of Procurement and Supply - a branch of Russian Railways and OOO OCRV.

It was necessary not only to transfer historical functionality to the system being implemented, but also to increase the level of data security through built-in means of protection against unauthorized access to information. To select the best solution for the implementation of the tasks, the project team conducted an analysis of existing import-independent platforms. Based on the results of the assessment, the software product "1C: Document Flow" was selected on the basis of the protected software complex "1C:Enterprise 8.3z," which has a certificate of conformity to the FSTEC of Russia.

Within the framework of the project, such functions as the formation and coordination of procurement plan lines, the formation of versions of the procurement plan, as well as integration with related systems of Russian Railways were implemented in the automated Procurement system. To simplify the transition to the new system, briefings and webinars were held for users and administrators of the system, as well as methodological materials and instructions were formed.

According to Artyom Shirvanyan, head of the informatization department of the Central Directorate of Procurement and Supply, a branch of Russian Railways, more than 6,000 users are connected to the 1C-based Procurement automated system, as well as more than 500,000 documents from the historical system. When developing the system, the architecture of distributed databases was chosen, which made it possible to improve the quality of delimitation of access rights, while reducing the complexity of user administration. The developed system is included in the Unified Register of Russian programs for computers and databases.
