The Accounts Chamber refuses Oracle for benefit of PostgreSQL

In April, 2018 the Accounts Chamber announced competition on transfer of an information system for placement of information on implementation of the state financial control (GIS ESGFK) from Oracle DBMS on open PostgreSQL^[1]. The starting price of the contract is 9.1 million rubles.

GIS ESGFK - one of key information systems of Accounts Chamber. On the portal of a system to the address portal.audit.gov.ru plans and results of the inspections which are carried out by department are placed.

The Accounts Chamber specifies several purposes of migration of DBMS in procurement documentation. Among them - ensuring technology security and reduction of risk of dependence on the foreign goods and also cost reduction connected with their use at accomplishment of actions for informatization.

In addition, as the purpose implementation of uniform technical policy at the solution of necessary tasks within functioning of information systems of Accounts Chamber is specified.

From there follows that also department expects to create organizational mechanisms and tools of the information equipment of processes of import substitution. The Accounts Chamber sets the task of step-by-step replacement of the operated products of foreign production with domestic analogs, taking into account economic feasibility.

A system on PostgreSQL should be ready to commercial operation no later than the end of February, 2019.

A system consists of an open part and the closed part. An open part provides the general information access about carrying out by authorized bodies financial audit, control. Access to an open part of GIS ESGFK is possible for any user.

GIS ESGFK is the building information system constructed on the three-unit architecture including database servers, application servers, Web servers and also several types of the client automated jobs. In an initial configuration database servers of GIS ESGFK functioned in the environment of server OS Windows of Server under control of DBMS Oracle Database.
