2019: Work demonstration of "Digital double" of Kronstadt

On June 7, 2019 the MegaFon company showed the working management model city space, objects of social and engineering infrastructure — "The digital double" for Kronstadt. The model integrates information aggregated from the most different sources data which are necessary for implementation of the correct planning of city life and management of municipalities.

MegaFon due to own investments carried out assessment work of the priority directions and to implementation of complete digital solutions in the field of the municipal government, infrastructure, housing and public utilities further to scale them and to make use of the most effective experience in all territory of St. Petersburg.

The geographic information system will help to predict growth of the population, to consider his future requirements, and on the basis of predictive analytics to define optimal models of construction, creation of social and transport infrastructure and other systems.

We showed model of "The digital double" of Kronstadt. It is the complex analytical geoinformation platform built on modularity which in the future can become the main instrument of effective management of social and economic and territorial development of Kronshtadtsky District of St. Petersburg. In working option it is 3D - the copy of the city in scale 1:500 which can be used including for the town-planning purposes and development planning of urban areas, for identification of inappropriate use of the land plots that will allow to increase growth of a taxable basis and income of the local budget, optimization of infrastructure and transport network, forecasting of influence of different factors for a status of city dwellers, identification and forecasting of emergence of emergency. St. Petersburg became one of the first cities where the pilot project of creation of "The digital double" is implemented. We set the task, saving historical heritage, to develop St. Petersburg on four strategic directions: comfortable, social, smart and open city. Technology of "The digital double" are additional opportunities in management of city infrastructure. It gives the chance to plan and optimize any infrastructure: social, engineering, transport. On digital model it is possible to make any experiments on conversion of the urban environment, and only after that to make an optimal solution and to realize the project, speaks Alexander Beglov, the acting as the Governor of Saint Petersburg

"The digital double" is a single database with the complete information about all spheres of city life. It integrates a set of data of different type on an ecological status, a gas supply, water supply, traffic congestion, electrification, services of health care and education — from a photo and video of information arriving from sensors to text documents. The platform will help to synchronize and connect together all internal systems of management of the city, to see an overall picture and to accelerate processes of information exchange between different branches of the power and society.

In the directions of a possibility of "The digital double" this development of territories, the analysis of a status of objects/territories, accounting systems (objects in a binding to purpose of section — the analysis of target use of lands), the systems of operational monitoring, geoportals, the analytical systems and the systems of forecasting.

"Double" will give the chance to build in designed projects for the visual and functional analysis. the 3D model will allow to estimate demand and load of future object, to take vote and together with inhabitants to solve: build or not. Thus "The digital double" is one of the major tools and an effective remedy for the analysis and planning of city infrastructure and creation of the comfortable urban environment.

2018: Agreement between MegaFon and Administration of Saint Petersburg

The agreement between St. Petersburg and PJSC MegaFon on strategic partnership was signed in 2018. Under the terms of the agreement, the pilot zone for project implementation on development of digital technologies selected the city of Kronstadt.
