2021: Smart City Implementation Plan
The administration of the Rostov region, the mayor's office of Donbass and Rusatom Infrastructure Solutions JSC (RIR, part of the Rosatom State Corporation) are launching the Smart City system. The project provides for the creation of digital urban infrastructure and the management of all urban systems from a single center. This was announced on July 27, 2021 by RIR.
Technologically, the platform "Smart City Donbass" is a software and hardware complex with various services for residents and the municipality. This is a set of infrastructure and modules combined with a single web resource. Some of them are closed, some are intended for public use: information and household services, including the possibility of communication between users, representatives of the administration of the city of Donbass and contracting organizations. The project covers all areas of the recommended set of elements of the "smart" city, indicated in the methodological recommendations for the preparation of the regional project "Smart Cities" of the Ministry of Construction of Russia.
Funds for the phased implementation of the Smart City digital platform under the agreement of Rosatom and the Government of the Rostov Region, which was signed back in 2020, will be allocated from two sources. 12.5 million rubles were allocated by Rosenergoat concern and 12.5 million rubles were allocated by the Governor of the Rostov Region from the reserve fund. Donbass is one of the key cities in the nuclear industry. The Atommash nuclear engineering plant is located here, the southernmost Russian nuclear power plant is the Rostov NPP, most residents are somehow connected with the nuclear industry. The modules will allow residents to solve many everyday business online: pay for sports, circles, school lunches, see the actual movement of public transport. Through feedback and voting services, citizens will be able to participate in the development of the city, accelerate the solution of urban problems.
The closed part of the Smart City systems is intended for official use by authorized employees in accordance with the areas of responsibility. The information panel of the head of the city collects and displays in real time analytical information about the work of the city economy.
A number of modules of the Smart City system are aimed at improving the efficiency of the housing and communal services sector. In particular, the introduction of an intelligent system for accounting for public resources will begin. At this stage, programs will be implemented in three schools of the city to optimize the use of public resources, which will be further replicated to all municipal institutions. Through the introduction of "energy service contracts" and the introduction of intelligent energy systems, the cost of electricity and heating schools will decrease by 30%. The program allows you to automatically reduce the temperature in the school building during vacations and for weekends, and a few hours before the start of classes, raise it.
A system for collecting complaints about the work of utilities and municipal services will work in the city: on the electronic map it will be possible to leave a "red flag" with the ability to upload photos (garbage dump, water supply break, pits on the road, abandoned cars, illegal construction, lighting). Responsible services will have to respond to each complaint within the prescribed time frame.
On the interactive map, citizens will be able to monitor in real time the schedule of removal of municipal solid waste, monitor street cleaning schedules, earthworks, and the movement of communal equipment. In addition, a video surveillance system for container sites will appear in the city, which allows monitoring their condition and compliance with the garbage collection schedule.
20 "smart stops" will appear on the streets of the city, thanks to which people will be able to track the arrival of transport. Four interactive electronic kiosks will be installed, with the help of which residents and guests of the city will be able to find information, for example, where certain institutions are located.
Provided integration with existing systems for residents and administration. In particular, the platform will be integrated with the regional program "Active Citizen." After the integration of the systems and the implementation of the main modules, RIR experts will conduct training for employees of the administration and departments.
