"The government of the Ryazan region" implemented the Directum system

On February 1, 2017 the Directum company announced implementation the Directum system in the Government of the Ryazan region.

Premises of the project and choice of the solution

Staff of management of informatization and communication of the Ryazan region started the choice of the solution for work with the system of interdepartmental electronic interaction (SIEI). Before in the government the development of the previous supplier provided according to the scheme of lease of software was used. Such solution did not allow to receive a system in property and to develop it independently.

The working group of the project analyzed practice of implementation SIEI in other subjects of the Russian Federation and visited certain regions with reference visits. A choice for benefit of Directum was made thanks to experience of implementation of such projects. In particular, the leaders of the regional center of information technologies highly appreciated results of system implementation in the Vologda and Omsk region.

Project Progress

At the first stage the project team set and set up the solution "Regional Portal of Public Services" (RPPS), finished business solution "The public (municipal) services and interdepartmental interaction", implemented adapters and web services for interaction with regional and federal agencies through SIEI.

Performance of RPGU was optimized and also adapters for interaction through version 3.0 SIEI are implemented. SIEI 3.0 in comparison with the previous versions is feature use of the mechanism of queues of electronic messages. It allows the information systems participating in interdepartmental interaction to exchange data in an asynchronous mode, without direct interaction, but with a guarantee of delivery of requests and the requested data.

Project Results

At implementation of RPGU the vendor provided a possibility of independent development of the portal by the customer. For the solution of this task Directum developers designed templates of standard services which allowed to add independently further new state services on the portal. Replication of the solution was performed by forces of staff of the government and the subordinated organizations.

In a system simultaneous operation of 280 users is organized. Solutions based on Directum are set in all public authorities and local government of the Ryazan region. During the work about SIEI all requests surely are signed by the electronic signature of authority.

SIEI of the Ryazan region provides data from federal executive authorities (the federal data); providing data from regional executive authorities and local government authorities to federal executive authorities (the regional data) both receiving and providing data in the region, between regional executive authorities and local government authorities (Ryazan data).
