The administration of the Samara region starts operation of a prototype of GIS

The CSoft group provided to the Ministry of Construction and Housing and Communal Services of the Samara region a working prototype of a regional state information system of territorial planning (RGIS TP). The project is executed according to the government contract.

About the Project

Within execution of works by means of specially developed converter in a data structure of uniform storage the full load of the initial space and descriptive data on the city district City of Zhigulyovsk and to the Volga municipal district which are earlier executed in the Ingeo format and also space data of the regional level which are earlier executed in the MapInfo format is performed. Normalization of data at which along with the all-Russian qualifiers of KLADR, RCATU, the All-Russian Classifier of Territories of Municipal Units were applied the reference books and qualifiers used by CSoft group is made.

Conversion of space data between local coordinate systems of municipalities, MSK of the Samara region and a geographical coordinate system of WGS can be performed by means of the built-in utilities included in structure of a prototype. According to the approved approach a basis of ISOGD is the uniform storage of space and descriptive data on the basis of Oracle DBMS using the Oracle Locator/Oracle Spatial standard and ensuring the regulated multi-user access to DBMS given by administrative tools.

Background

Fundamentals of technology of maintaining ISOGD is the specialized software tool UrbaniCS with the built-in system of the publication of data in Intranet/Internet.

UrbaniCS includes components of internal document flow and a regulation of technology processes, instruments of maintaining the address register and register of objects of capital construction and also means of the automated generation of documents (the town-planning plan, the construction license, the certificate of assignment, reservation and removal of the address) and archiving of documents according to sections of ISOGD in full accordance with requirements of the current legislation of the Russian Federation. UrbaniCS also with success is used by personnel of the customer as the platform of development of own add-on modules using standard programming languages.
