2022: Assessment of civil servants using the 360 degree method

On April 25, 2022, the company TalentTech announced that the government of the Vologda Oblast was one of the first in Russia to digitalize the process of assessing the personal competencies of civil servants using the 360 degree method on the TalentTech Polls platform. The data obtained by the personnel services based on the results of the survey became the basis for the conduct of personnel committees and the development of civil servants. 110 employees were evaluated, including persons who replace state posts, heads of departments and persons included in the management personnel reserve for "target positions" of heads of authorities.

The government of the Vologda Oblast had the task of accelerating the decision-making processes for the development of employees, forming a personnel cycle, assessing the level of personal competencies of civil servants and their soft skills, as well as determining the compliance of employees with the corporate values ​ ​ of the organization. With the help of the TalentTech solution, the survey process has become faster and easier.

The first stage of the evaluation process by the 360 degree method: determining the competencies against which the assessment should be carried out. Civil servants were evaluated according to three key values: "Service to society and man," "Efficiency and efficiency," "Teamwork." Each block contained three to seven competencies that needed to be evaluated.

The second stage: determining the methodology for conducting the survey. At this stage, employees of the Department of Public Administration and Personnel Policy of the Vologda Oblast together with experts TalentTech compiled a questionnaire, selected a scale and assessment levels.

The third stage is the appointment of respondents and the distribution of roles. The main feature of the 360 degree method is that the employee evaluates his environment. The civil servant was evaluated by his colleagues, subordinates, managers and external clients, he also gave his own assessment of his competencies. The composition of experts was formed in agreement with the Deputy Governors of the region.

The fourth stage: conducting a survey. The decision was TalentTech easy integrated into the existing systems of the organization with compliance with policies safety and requirements, and this FSTEC made it possible for civil servants to be interviewed at their workplaces. He himself took no more than 30 minutes. The department, in turn, monitored real-time survey statistics time and sent additional reminders to experts and managers.

Fifth stage: work on the final results. The individual report, the Feedback tab, is displayed in the interviewee's personal account. The chart shows the results of the assessment of the competencies of "Strengths" and "Zones for development." The manager received a consolidated report indicating the overall average score for each employee's competencies, top strengths and top competencies for development, as well as a schedule that allows you to familiarize yourself with the average score for each competency.

It is important that the study took place anonymously: the employee saw all the assessments received in a generalized form, without indicating who gave a specific comment.

Results:

  • 100% of persons filling public posts, heads of authorities, persons included in the management reserve for "target positions" of heads of bodies were evaluated using methods of assessing personal and professional qualities;
  • The outcome of the evaluation was used in the formulation of individual development plans for incumbents and persons included in the management pool;
  • based on the results of the assessment, appointments from the reserve of managerial personnel of the region were made to the posts of heads of executive state authorities of the region and their deputies;
  • The results of the personal and professional evaluation of candidates were used by the Deputy Governors of the region in personnel planning and forecasting for the year.
