IAS of the Yaroslavl region: new management philosophy

In 2009 the Government of the Yaroslavl region started implementation of one of projects of informatization of the region and formation of the electronic government – to creation of the regional information and analytical system (RIAS). System implementation happened taking into account current trends in the field of public administration, to orientation to the best practices of use of high technologies.

The RIAS developer – the international company "Prognoz" – is known in the market of regional informatization that she is a creator of a regional segment of Management state automated system.

Common information space

Today activity of regional authorities is inconceivable without detailed analysis of up-to-date information about development of the region. With respect thereto RIAS of the Yaroslavl region was initially conceived as the effective instrument of collecting and data processing, their monitoring and the comprehensive analysis. A system connects key points of the region – executive authorities of area, structural divisions of government office of area, bodies of statistics, municipal entities, creating, thus, a common information space.

Data on a social and economic status of the Yaroslavl region collect in the centralized data warehouse which is a system core. Collected information is stored and processed in different industry and departmental subsystems and as a result is a basis for modeling, forecasting, creation of reports and different charts and diagrams. Important feature of RIAS is the fact that a system is integrated with the state automated system Management.

Unique opportunities of monitoring and data analysis

Systems capabilities are very wide: it not only integrates information streams, collected at the local, regional and federal levels, but also allows to plan, to model and predict economic and social processes in the area and its areas. The latest software allows to control key indicators of social and economic development of the Yaroslavl region, including population, level of the average monthly salary, indicators of housing and public utilities, tourism, medical care and education. Using RIAS it is possible to carry out monitoring of the main indicators of development of economy of the region, to maintain databases of investment objects of area.

Situational center of the governor

Important structural part of a system is the situational center of the Governor which provides the Government of the region with information and analytical materials for acceptance of optimal management decisions. First of all, it is information on social and economic development of the region, municipal entities, indicators of budget implementation, efficiency evaluation and effectiveness of activity of authorities, indicators of implementation of targeted investment programs.

Implementation of RIAS became a serious step in development of informatization of the Yaroslavl region and important achievement for Prognoz company. High technologies define new style of work of government employees of the region, allow to reach serious saving of time and resources, but the main thing – provide relevance of information on development of the region.
