Technoserv participates in creation of a video surveillance system of Yakutsk

In January, 2016 the Technoserv company, the Russian system integrator, completed installation of the 9th stage of a video surveillance system within the municipal program "Prevention of Offences, Ensuring Public Order and Traffic Safety in the territory of the City District Yakutsk for 2013-2017" (Program) in 2016.

The program for installation of surveillance cameras in Yakutsk started in 2007, and at the end of 2015 Technoserv on the instructions of Department of the property and land relations of District administration of Yakutsk on a competitive basis implemented its next, ninth stage. Main objectives of the Program are:

• increase in efficiency of monitoring of an operational situation in Yakutsk;
• increase in zones of control on ensuring public order, safety of citizens, traffic safety;
• further increase in effective management of forces and means of law-enforcement bodies at organization of events on fight against crime, providing law and order and public security, both in the daily mode, and in special conditions;
• reduction of time of obtaining information on emergency emergence, or incident and terrorist threats and also increase in efficiency of acceptance of management decisions on their suppression;
• ensuring timely and reliable information support of security services of law and order and, as a result, reduction of time of reaction of dresses on duty;
• increase in percent of disclosure of crimes without delay;
• a possibility of recovery of the course of events on the basis of the saved archive video records.

As a result of the works performed by Technoserv in the city 20 rotary dome cameras of video surveillance around Pledge, KDTs "Europe", Sergelyakhskoye Highway and Chernyshevsky St. are mounted. Record of a video information is made round the clock. The possibility of quick search and watching video fragments from archive is provided in any order, scrollings forward and back, increase and reduction of speed of viewing, viewing frame by frame, creations of pictures.

In a work progress specialists of integrator installed cable lines from video surveillance points to territorial communication hubs and central node in MU Ministry of Internal Affairs of the Russian Federation "Yakut" where video surveillances installed the server. Connection to the system of two posts of police for district police officers of Yakutsk with installation of workstations for access to the database of video records and operational tracking of real road situations on streets and intersections of the city is in addition provided. For transfer of traffic flows from territorial switching communication hubs in central node in MU Ministry of Internal Affairs of the Russian Federation "Yakut" installation of a departmental optical network of data transmission using Gigabit Ethernet technologies is executed. Transfer of a video information on Gigabit Ethernet technology provides necessary bandwidth for transfer of all types of traffic that allows to exercise remote control and setup of the equipment from the switching and reformative center, and also if necessary to receive from archive video records in high quality.

The new cameras were mounted in rather problem areas, both in terms of traffic safety, and in terms of security of the city in general. Quality of the performed works very high. We see that technologies are improved. Numbers of machines and other objects can be practically calculated by employees of internal affairs without any additional efforts at once. Already today we feel positive effect from implementation of new cameras", – Aysen Nikolaev told. He also noted that in 2016 for the purpose of implementation of the municipal Program work on installation of additional surveillance cameras in the Gagarinsky district (at educational institutions, the areas and places of mass stay of people) all information will be carried out, including from the cameras mounted in domestic territories of apartment houses came to the center of operational management of MU Ministry of Internal Affairs of the Russian Federation "Yakut" a System received assessment of the mayor of Yakutsk Aysen Nikolaev who visited the center of operational management of MU Ministry of Internal Affairs of the Russian Federation "Yakut"

In the future the Hardware-software Complex (HSC) "Safe city" will be created in all regions of Russia as a part of an end-to-end system of security of the population. The concept of this project assumes implementation of uniform system approach to ensuring public security, law and order and security of the urban environment of dwelling. Therefore afterwards the administration of Yakutsk created District the general video surveillance system will be a part of this agrarian and industrial complex.

Technoserv accumulated wide experience of implementation of large socially important projects, including – such large-scale as "The safe city".
