The certification center, largest in Russia, is open for release of electronic signatures

2020: Creation of certification center

On December 29, 2020 announced Rostec to TAdviser that RT-Proyektnye Technologies company of State Corporation Rostec, the Seldon group and JSC Analytical Center create certification center for release of electronic signatures. It will provide to clients support at all stages of business processes – from obtaining the electronic signature before delivery of the online reporting in state bodies.

Clients of this certification center will be able to use services in the field of electronic document management and Electronic Data Interchange, exchange of invoices, work with online cash desks. Along with it possibilities of the organization of electronic biddings and use of infrastructure of the center will be available to data analysis.

Developments "RT-Proyektnykh technologies" which were used in large federal information systems, such as Uniform aggregator of trade Birch and the Unified information system of purchases earlier are involved in the project. Linguistic and analytical technologies of processing of Big Data of Seldon company will allow to strengthen joint products and to provide functioning of a public key infrastructure. The Moscow credit bank acted as partner bank of the project.

Creation together with Seldon group of certification center becomes one more step to formation of the innovation digital infrastructure in scales of the whole country. The structure will become "single window" of access to all digital services for entrepreneurs. It not only creation of the electronic signature and work with documents, but also list of other opportunities. For example, in the field of foreign trade activities is an end-to-end international identification and authentication at the conclusion of transactions, the system of cross-border electronic contracts and document flow, automation of customs administration and declaring. Use of technologies based on a blockchain will ensure to clients the maximum safety, said the CEO of JSC RT-Proyektnye tekhnologii Sergey Yarosh.

This structure already underwent accreditation at the Ministry of Telecom and Mass Communications according to the last requirements, and JSC Analytical Center received the status of the entrusted certification center of Federal Tax Service of the Russian Federation. It grants the companies the right to production and issue of the qualified certificates of keys of electronic signatures for legal entities.

The status of the entrusted certification center is a recognition of professionalism and high responsibility at transformation of infrastructure of electronic document management between legal entities and physical persons. The Federal Tax Service and the entrusted UTs should provide the trust level to electronic document management. We are ready to cooperation with business and state companies on development of a system, noted the founder of Seldon group of Eli Dimitrov.

The developed regional infrastructure which provides fast distribution of software products and finishing them to end users is important for creation of UTs of federal scale. For the purpose of implementation of this task of JSC Analytical Center plans creation of a branch network.

The memorandum of cooperation in development of digital services was signed "RT-Proyektnymi with technologies" and Seldon Group in April, 2019. The document including assumed creation of "the certification center, largest in Russia".
