At the end of July 2024, the Social Fund of Russia completed a tender for the supply of 4837 automated jobs with a total value of ₽436 million. The winner of the auction was the company "Migalka," despite attempts to challenge the results of the purchase in the Federal Antimonopoly Service (FAS).
According to CNews, on June 18, 2024, an application for the purchase of computers for the territorial bodies of the Social Fund of Russia (EMF) was posted on the public procurement website. Soon after, 123 Solutions and Sky Ai Ti filed complaints with the FAS, accusing the customer of bias in determining equipment requirements. However, the FAS recognized the complaints as unfounded and confirmed the legality of the fund's actions.
The FAS Procurement Control Commission twice suspended the process of determining the supplier, which did not prevent the placement of the auction results protocol on the public procurement website and the completion of the procedure. As a result, the company "Migalka," which offered the lowest price for a set of equipment - ₽90266 for one automated workplace - was recognized as the winner.
The first complaint, filed on July 1, 2024 by 123 Solutions, indicated that the BIOS technical requirements were consistent with the system of a particular manufacturer - Kraftway. However, the FAS commission found that at least four software products meet the declared characteristics. The applicant did not submit documents supporting the validity of his arguments, and the complaint was rejected.
The second complaint, filed on July 3, 2024 by Sky Ai Ti, stated that a third-party utility incompatible with Russian programs was included in the BIOS description. Nevertheless, the FAS found out that the utility is necessary for integration with the existing Windows operating system. The actions of the customer are recognized as legal, and the company's complaint is unfounded.
The Migalka company, which won the tender, already has significant experience in the field of public procurement, having concluded several hundred contracts worth ₽3,7 billion in recent years, the newspaper notes at the end of July 2024. Despite the difficulties associated with participation in tenders, the company continues to actively operate in the government supply market.[1]
