Budget accounting in Emercom of Russia using cloud computing

In 2010 ASBK company together with Finance and economics department of Emercom of Russia for the purpose of optimization of financial provision and budget accounting made an experiment on centralization of databases and information processing on the uniform server of territorial authority. Carrying out an experiment was organized in the Central regional center based on General Directorate of Ministry of Emergency Situations of Russia for the Moscow region and organizations subordinated to it.

As a result of the made experiment the system of accounting of public institution in model of "a private cloud" was implemented. The Ministry of Emergency Situations organizations participating in an experiment got access to the service providing full accounting and the reporting of public institution through secure channels of Internet.

A system was implemented using the automated means of 1C Enterprise 8. On this platform a number of additional services was implemented and provided to the organizations participating in an experiment. In particular the portal of methodical and technology support was organized, the automated mechanisms of control of methodology of accounting and the centralized mailing of notifications are developed.

The experiment showed high efficiency of use of technology of the uniform server in model of "a private cloud" due to increase in speed of acceptance of management decisions, reduction of time of data collection, uniform methodology of accounting and also a possibility of receiving online access to information. Owing to the centralized administration costs on maintenance, service and software customization significantly are reduced.

Results of carrying out an experiment were considered on the All-Russian collecting of heads of financial bodies of a system of Emercom of Russia which took place in the fall 2010 in St. Petersburg. The implemented system was highly appreciated from Finance and economics department and was approved by the management of the Ministry of the Russian Federation for civil defense, to emergencies and natural disaster response.
