"Sitronics IT Ukraine" completes the project of installation of a complex of video surveillance for the procedure of elections in Ukraine

The Sitronics IT company starts the project on video surveillance system implementation on polling precincts before elections to the Verkhovna Rada of Ukraine.

Tasks

By the decision of the cabinet it is defined: creation and ensuring functioning of a video surveillance system, video and broadcast of the image for observation of the organization of carrying out vote and counting of votes on polling precincts during elections of People's Deputies is entrusted to Sitronics IT company.

Terms

The project will cover 32,192 polling precincts in the territory of Ukraine. The video surveillance system will provide broadcast of the video image with the resolution not less than 320 x 240 pixels.

Also a system, should provide registration and connection not less than 5 million users with an opportunity not less than 15 thousand simultaneous viewings from each camera and not less than 500 thousand simultaneous broadcastings.

Elections will be held on October 28, 2012. 993.6 million UAH are selected for all project from the budget.

The first stage

SITRONICS IT implemented the first project phase – delivery of a complex of the necessary equipment, in full accordance with the approved working schedule is complete.

Within the second phase partners SITRONICS – the largest telecommunication operators of Ukraine (Ukrtelecom, Datagroup, MTS Ukraine, Intertelecom and Wireless Development Alliance company) – will begin works on the organization of "the last mile", delivery of the hardware and software systems (HSS) to polling precincts and their installation and also on formation of uniform network infrastructure of a video surveillance system.

During this stage to Ukraine it is delivered near the 700th pallet with notebooks of Hewlett-Packard based on the i5 processor, cameras of high resolution Logitech C310, network equipment of Cisco, the server hardware of Hewlett-Packard, peripheral devices and means of switching. Cargo transportation was performed by 20 heavy-load trucks, the total weight of the delivered equipment – more than 200 t.

The project is complete

In the situational center Central Election Commission (The big hall at the Kiev regional public administration) the presentation of the portal intended for video surveillance behind vote in parliamentary elections is held on October 25, 2012. It was some kind of indicative fact of project completion.

Within the presentation specialists SITRONICS IT showed options of access to the portal using a standard form of authorization and through social networks (Facebook, Vkontakte, Odnoklassniki, Yandex.ru, Twitter).

To participants at the event it was shown how easily and quickly to find the polling precinct, next to the house, according to the interactive map, the address or number of section. Several the most interesting polling precincts in "personal account" allow each user to add features for the portal and to watch on the computer screen the relatives, friends, authorities, stars of cinema, sport, a musical scene.

For step-by-step demonstration of work of the portal the biggest videowall in Ukraine installed in the CEC was used. On the screen consisting of 42 panels 7 meters long, different options of an output of the video image from polling precincts were at the same time broadcast. In the election day in the Verkhovna Rada hundreds of journalists and observers from political parties will monitor on this screen a voting process across all Ukraine.

"Today all participants at the event have a unique opportunity to see system operation of video surveillance in the same format as it will function directly in the election day on October 28, - Ekaterina Chalaya, the CEO of JSC SITRONICS Informatsionnye Tekhnologii Ukraine noted, - it is difficult to believe that there passed a little more than two months from a decision instant about system implementation. But for this term we could implement the project according to technical specifications and implement a video surveillance system behind a voting process on a national scale. At the same time, in a starting point of the project we had only 38% of sections with fixed connection, and for 62% our partners had to create all infrastructure for system operation from scratch. For connection of election commissions to a system on section "the last mile" was used CDMA, WiFi, preWiMax and satellite communication. We are sure that the created portal is convenient for users and will allow to watch electoral process from any place in the world".
