About the Customer

The city administration Gubkinsky is the leader among the municipal Entities of YaNAO in the field of information technology implementation directed to increase in efficiency of local government. The fact that since January, 2009 in local government authorities of the city approval of internal documents is conducted only in electronic form demonstrates to it.

Project Goals and Objectives

In May, 2009 the Baykalsistem company started project implementation on automation of personnel office-work in City administration Gubkinsky whose main objectives became:

  • formation of regular structure of local government authorities taking into account hierarchy of subordination * divisions and hierarchy of positions;
  • accounting of a position and department of the employee of the state and of actual state;
  • control of existence of vacant positions at acceptance and movements of employees;
  • maintaining personnel pool;
  • maintaining information on holidays;
  • calculation of an experience of the worker;
  • maintaining change history of a salary of the worker.

In addition the customer set the tasks of integration of the implemented system of personnel office-work with the electronic document management system which is already existing in City administration and the 1C: Payroll and personnel system.

Course and stages of the project

The solution of a task of implementation began with a complete research of the current processes, inspection of those systems with which it is necessary to integrate the system of personnel office-work, detection of requirements and needs of future users of a system.

Proceeding from requirements analysis of the customer, the Personnel system which in the maximum degree meets requirements of business process optimization in the field of personnel management was selected.

In June, 2009 delivery of 11 jobs of the Personnel system was performed. Test operation of a system took place rather successfully, all necessary components and reference books were approved with the Customer, user training was complete in planned dates.

One of problems of the current stage of works – report generation, necessary for the Customer, creation of letterheads of MO Gubkinsky, and other small completions which are solved in the mode of the current time.

At the final stage a number of works on integration of the Personnel system with the electronic document management system and the system of accounting operating in Administration is planned. It is planned that all work will be completed until the end of 2009.
