City administration Samara (NORBIT: Municipal order)

The NORBIT company, together with municipal educational institution "Samara municipal institute of management", started development of the automated control system for placement of municipal orders for administration of Samara.

The information system "Municipal Order" of the city of Samara is intended for automation of procedures of formation and placement of municipal orders for deliveries of goods and services for needs of administration and municipal entities of the city. A system should support different methods of carrying out purchases, including an open competition, a quotation request of the prices, open auction (including electronically), purchase at the only supplier, purchase at commodity exchanges and purchase of small volume.

The open competition at the choice of software and the contractor of the project was led in December, 2007. Following the results the State order software product of version 4.0 became a basis for creation of a management system. About three months were selected for adaptation and completion of a system.

Functional composition will cover maintaining templates of the tender documentation, formation and maintaining the uniform directory of goods and services, registers of municipal customers, suppliers and tender committees. Besides, a system will provide centralized operation with municipal purchases due to automation of procedures of planning and order placement, including formation of evaluation criteria, control of terms of placement of municipal orders and maintaining registers of contracts.

Thereby the city administration expects to reduce costs for carrying out municipal purchases, to increase efficiency of works and to provide information exchange of all participants of order placement and also to strengthen control of target use of budgetary funds.
