City administration of Achinsk (BOSS-Referent)

The SibIntel company ‑ the partner of BOSS-Referent company in Krasnoyarsk Krai – automates document flow of City administration of Achinsk. System implementation of electronic document management BOSS-Referent will help administration to increase the level of rendering public services.

The city of Achinsk, the third most populated among the cities of Krasnoyarsk Krai is the large industrial center of the region. The city administration as executive body of local government, conducts active work on development of the city, creation of favorable market conditions, support of social programs. Interested in quality improvement of the services and following current all-Russian trends on automation of work of state bodies, the Administration of Achinsk set for itself the tasks of transition to paperless document flow and creation of tools for operating control of performing discipline.

For ensuring these improvements by Administration of Achinsk the decision on creation of an electronic document management system is made. The contractor of the project selects the SibIntel company which began implementation of EDMS BOSS-Referent in the middle of the fall of 2008.

End of the first stage of works is planned for the end of the first quarter 2009. 15 licenses of an electronic document management system for automation of work of specialists of 3 departments of administration – department of work with regulations, department of work with citizens' appeals and office correspondence and administrative department are at the moment purchased.

Staff of Administration creates storage of documents in electronic form: in EDMS BOSS-Referent resolutions, orders, minutes of meetings, agreements are registered. It helped to reduce search time of documents up to several minutes and to exclude the probability of loss of documents. On these document types, purpose of instructions to the staff of Administration is performed and controlled onto performing discipline. In the nearest future in a system registration of the entering and outgoing documentation with a possibility of formation of instructions on incoming documents will be begun. Further automation of work with citizens' appeals, using the corresponding module EDMS is planned. At system implementation specialists of SibIntel company perform customization of a system under specifics of work of the client, the templates providing report generation for control of performing discipline are configured.

System implementation of electronic document management should help City administration to increase control of performing discipline, to react more quickly to requests of citizens, to accelerate decision making process and, as a result, qualitatively to improve the level of the rendered public services. Further expansion of number of users of EDMS BOSS-Referent in Administration of Achinsk is planned.
