The city administration of Saransk began the project of monitoring in the field of housing and public utilities

On March 12, 2014 the ARIA company announced the beginning of an implementation project of an automated system of monitoring of housing and communal services (ASM housing and public utilities) in the city of Saransk (Mordovia).

Project Tasks

In 2013 the ARIA company won tender of the Ministry of regional development. The city of Saransk was selected from quality of the platform for practical implementation of the developed system. Further system architecture can be replicated on the territory of the Russian Federation.

Project Progress

ASM housing and public utilities is implemented in Saransk within the joint project of International Bank for Reconstruction and Development and Government of the Russian Federation "Reform of housing and public utilities in Russia".

As of March 12, 2014 work on preparation of the work documentation for implementation of an automated system is conducted. Purchase orders of the equipment and the software are created.

The system advanced by ARIA company provides condition monitoring of objects of housing and public utilities and complex workflow automation. A system collects information, rather housing-and-municipal sphere of each house:

• data on life support systems (electro-, heat and water supply),
• reports of the management and resource supplying companies,
• data on compliance of volumes of the services shown for payment, to really provided volumes and volume similar.

ASM collects information from databases of the city administrations and the organizations involved in structure of housing and public utilities of municipal level including dispatching and abnormal services of the city. Then aggregated data are transferred to region level, further – to federal level.

Alexey Osinovsky, the associate director of department of consulting and program projects of ARIA, noted: "The automated system of monitoring allows to solve in the shortest possible time a problem of ensuring access of subjects of management to reliable information about a status of objects of housing and public utilities. It is important for timely acceptance of management decisions and assessment of their possible effects, high-quality strategic planning. After start of a system in the territory of Saransk we are going to create the platform for replication of an automated system of monitoring of housing and public utilities in other regions of the country".

ARIA has extensive experience in the development area of a specialized software. Can be examples an alerting system about threat of floods (SPUN) for a complex of protective constructions of St. Petersburg, the state information system of territorial planning (TP FSIS) for the Ministry of Regional Development of the Russian Federation and other large-scale projects. We are sure that success of pilot implementation of ASM housing and public utilities in Saransk will give start to similar projects in other regions", - Igor Nikiforov, the CEO of ARIA told.
