City administration of Togliatti (ATSK-Gosudarstvenny / Municipal order)

In the article published in the Praktika Munitsipalnogo Upravleniya magazine (No. 9/2011), the chief of the department of the municipal order of department of economic development of the mayor's office of the city district of Togliatti Savelyeva V.O. shares experience of creation of the single system of the municipal order covering all stages of a purchasing cycle and answering to the general principles of the federal purchasing system (FPS), work on creation and implementation of which is conducted in the Government of the Russian Federation now.

The realization of elements of CSF in Togliatti is enabled using the end-to-end information system "ATsK-Munitsipalny Order" developed by "Budget and Financial Technologies" Company and put into commercial operation in 2008. "ATsK-Munitsipalny the order" allows to manage orders from the moment of formation of needs for purchases (purchase plans) until execution of the order. The mechanisms of control provided in a system allow to prevent violations of the law about order placement when choosing a location mode, including at a planning stage. Besides, the possibility of creation of the multilateral analytical reporting on the basis of the data accumulated in a system is provided.

The last modifications in the field of order placement made 79-FZ obliged customers to prove the starting (maximum) price of the contract (agreement) and to include such justifications in the tender documentation, the auction documentation electronically, the notifications on carrying out a quotation request posted on the official site. For implementation of these provisions of law 79-FZ "ATsK-Munitsipalny the order" gives to customers the chance to obtain price information on goods, works, services from (agreements) which are earlier signed and available in contractual arrangements. In the existing reference book of the prices it is possible to select information on certain groups of products or types of procedures, dates of signing of the contracts or holding procedures.

Thus, the solution of BFT Company provides to the city district of Togliatti the convenient and effective tools allowing to plan, to create, place and control execution of the municipal order according to the basic principles of CSF and requirements 79-FZ.
