The city administration of Vladimir digitized a part of data of ZAGS. Just in case

On August 6, 2015 ELAR corporation announced project completion on digitization of records of acts of state registration of the birth in department of ZAGS of city administration of Vladimir.

Project Progress

Digitization of assembly records is carried out in the territory of the customer using the updated planetary scanner of ELARSKAN A2. By means of use of the specialized equipment accurately contactless scanning providing the clearness and lack of distortion of graphic images is executed.

Specialists of the contractor indexed electronic copies of documents on 12 key fields – number and date of assembly record, a place of registration, the Full Name, a sex of the child, etc.

"Formation of insurance fund of birth records of 1974-1977 for the purpose of ensuring their safety was the purpose of digitization of documents. Electronic copies will be stored on external disks and further can be integrated into the ZAGS uniform information retrieval system", - Galina Gunba, the deputy manager of Department of ZAGS of city administration of Vladimir noted.

Within the project more than 16 thousand birth records from 1974 for 1977 are scanned. The personal information which is contained in originals of documents is completely protected according to requirements of federal law No. 152-FZ "About personal data".

"Prior to execution of works non-disclosure obligations of confidential information were signed with all employees involved in the project. In workplaces of operators of scanning and input there were no means of copying and information transfer. On a processing stage graphic images of assembly records were separated into fragments, and each operator had access to a separate part of the assembly record which is not containing personal data. After completion of works from disks of working PCs of employees all graphic images were deleted and the statement of destruction of confidential information is drawn up. Thereby confidentiality of the data which are contained in civil registrations was guaranteed", - Maria Andreyeva, the manager of projects of department of management of the ELAR production projects told.

Project Results

In a project deliverable the electronic insurance fund of records of acts of the birth loaded on digital mediums is created. It can be used in case of loss of paper originals.
