The Social Insurance Fund of the Russian Federation implements the system of artificial intelligence

Cognitive Technologies implemented the system of artificial intelligence in Social Insurance Fund of the Russian Federation, the press service of the company reported on August 1, 2013.

Task and project status

The Cognitive Technologies group developed and implemented in Social Insurance Fund of the Russian Federation an intelligent system of mass input and document handling with a difficult background.

The main problem facing developers consisted in creation of algorithms of recognition of documents of Fund: inventories of the statements and documents necessary for purpose of a benefit, statements of the insured persons on purpose of a benefit, disability leaves, - where useful text information is placed on a stamp background, watermarks, a guilloche pattern, paper with pile, stamps, printings. The stream automated document handling of such class was considered as extremely difficult until recently.

Project Progress

For the solution of an assigned task the development team creates the software module of Cognitive Guilloché intended for recognition of business documents with a difficult background.

Within the project developers solved two problems which are of scientific and practical interest:

• "fast" identification of document type within the single stream provided by six different forms;
• ensuring proper speed and accuracy of information processing.

"To meet requirements of technical specifications to us it was necessary to provide such speed and accuracy of recognition as though documents had no background, - Vladimir Viktorovich Arlazarov, the head of technology laboratory of mass input of the documents Cognitive Forms noted, PhD in Technological Sciences - In effect, was necessary to teach us the "see" and "understand" system documents the same as it is done by us".

The project of mass input of documents of Social Insurance Fund of the Russian Federation is implemented based on technology of mass input of the documents Cognitive Forms. In its framework integration into the workflow system and a public key infrastructure of the electronic signature of Social Insurance Fund of the Russian Federation was performed.

The project is implemented at the central office Social Insurance Fund of the Russian Federation and eight pilot subjects of the Russian Federation: Nizhny Novgorod, Novgorod, Tambov, Novosibirsk, Kurgan, Astrakhan regions, Khabarovsk Krai and Karachay-Cherkessia.
